Program Project Manager

Job Summary :

The Program Manager leads and oversees multiple IT projects or a program. This role ensures projects are delivered on time within budget and meet stakeholder expectations. The manager coordinates across technical and business units monitors risks manages resources and ensures alignment with strategic goals.

Location : Linthicum Heights Maryland United States

Responsibilities :

• Define project scope goals deliverables timelines and resource requirements.
• Develop and maintain project plans schedules and budgets.
• Coordinate with cross-functional teams to deliver project milestones.
• Identify assess and mitigate risks and issues.
• Monitor project progress and report status to senior leadership and stakeholders.
• Manage stakeholder expectations communications meetings and escalation.
• Ensure change control configuration management and decision governance.
• Track and manage budgets expenses and procurement as needed.
• Ensure quality assurance testing and deployment are coordinated.
• Lead post-implementation reviews lessons learned and continuous improvement.
• Ensure compliance with applicable regulatory audit and security / privacy requirements.

Required Skills & Certifications :

Bachelors degree in Business IT Public Administration or related field (or equivalent experience).

10 years experience in managing IT projects / programs.

Strong knowledge of project management methodologies (Agile Waterfall hybrid).

Proven leadership communication negotiation and stakeholder management skills.

Experience with project management tools.

Ability to track budgets and perform financial oversight.

Risk management scheduling and resource allocation skills.

Ability to work in dynamic environment and manage multiple concurrent projects.

Preferred Skills & Certifications :

PMP PMI-ACP or other project management certifications.

Experience in public-sector / government / human services programs.

Experience in systems modernization legacy-to-modern migration projects.

Familiarity with relevant domain and regulatory / policy constraints.
