Water Reclamation Supervisor
The City of Billings is seeking a Water Reclamation Supervisor to supervise, assign, review and participate in the work of staff responsible for providing for the operation, inspection, maintenance, repair, and replacement of structures, machinery, equipment, and grounds at the wastewater treatment plant and lift stations within the Public Works Department; and to perform a variety of technical tasks relative to assigned area of responsibility. Salary Range : $33.9368 - $43.2817 per hour. Salary at hiring will be dependent upon the applicant's education, experience, and training. Work Schedule : Monday through Friday, 7 : 30 a.m. - 4 : 00 p.m. Depending on operational needs, this schedule may be adjusted.
Essential Duties and Responsibilities :
- Select, train, motivate and evaluate assigned personnel.
- Provide or coordinate staff training.
- Work with employees to correct deficiencies.
- Implement discipline and termination procedures.
- Plan, direct, coordinate, and review the operations and maintenance work plans for the Division's technicians.
- Meet with staff to identify and resolve problems.
- Assign work activities, projects, and programs.
- Monitor workflow.
- Review and evaluate work products, methods, and procedures to ensure that correct, efficient, cost effective, and safe work procedures are followed.
- Plan and layout work projects; prepare time, materials, and equipment estimates for jobs assigned.
- Requisition materials as required.
- Order parts as necessary and ensure parts ordered are received in a timely fashion.
- Select appropriate equipment and materials to complete the work according to specifications, verbal instructions, and established procedures.
- Adapt equipment and materials to meet specific requirements of the work to be accomplished.
- Plan, prioritize, assign, supervise and review the work of staff responsible for providing for the operation, inspection, preventive and corrective maintenance, repair, and replacement of structures, machinery, equipment, and grounds at wastewater treatment plant and sewer lift station facilities.
- Recommend and assist in the implementation of goals and objectives; identify operational and maintenance problems and areas.
- Establish schedules and methods for providing operation, inspection, maintenance, repair, and replacement services.
- Implement policies and procedures.
- Identify operational problems and opportunities for improving service delivery methods and procedures; review with appropriate management staff; implement improvements.
- Inspect and verify work in progress and completed work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications.
- Supervise the use of and operation of tools, equipment, and vehicles; ensure that tools, equipment, and vehicles are safely operated, maintained, and secured when not in use; schedule the service, repair, and replacement of tools, and equipment.
- Prepare necessary records and reports.
- Prepare project status reports.
- Maintain overall work schedule, records of projects, activities and materials used.
- Supervise the maintenance of time, material and equipment use records.
- Respond to and resolve inquiries and complaints.
- Respond to and investigate customer complaints and initiate corrective action.
- Participate in the administration of the Departments in-service training and safety programs.
- As required, serve as emergency contact 24 hours a day.
- Perform the most difficult maintenance and repair duties around work assigned.
- Conduct chemical inventories and order as necessary.
- Maintain an inventory of maintenance tools, supplies and equipment.
- Order and replace tools, supplies and equipment as necessary.
- Administer a computerized maintenance management system for all major equipment used in wastewater treatment in alignment with the Public Works asset management system.
- Administer the division operations and maintenance certification programs to validate technicians to operate and perform maintenance work in wastewater treatment facilities.
- Assist in administration and implementation of the division's security plan, emergency response plan and risk management plan.
- Participate in the preparation and administration of the assigned budget; submit budget recommendations; monitor expenditures.
- Perform other duties as assigned.
Required Qualifications and Skills :
Minimum of two (2) years of formal training beyond high school in construction / maintenance technology, or a related field.Minimum of four (4) years of related work experience in operating, maintaining and / or repairing water or wastewater systems.Possession of a Class IC Treatment Plant Operator Certificate issued by the State of Montana or must be obtained within one (1) year of employment.Must be able to wear an air-purifying respirator.Must be able to pass a pre-employment drug test and a Federal and State criminal history background check.Preferred Qualifications and Skills :
