Under general supervision is responsible for supporting Bexar County's Department of Preventative Health and Environmental Services as a Strategic Partnerships, Development, and Special Projects Manager. Strategic Partnerships, Development, and Special Projects Manager will support the Director and Division Heads of Departments of Preventative Health, Behavioral and Mental Health, Environmental Services, and Agrilife as defined in the duties and responsibilities. This position will represent the County in a professional and effective manner and establish and maintain effective working relationships with co-workers, County employees, Elected / Appointed Officials, outside organizations and agencies, vendors and the general-public.
The Strategic Community Partnerships Director is responsible for creating, directing, managing, of a coalition (or alliance) of key stakeholders at the grassroots and community-based level to support the Department of Preventative Health and Environmental Services strategic plan. The Strategic Partnerships, Development, and Special Projects Manager will facilitate the creation of a coalition to connect community-based organizations to Bexar County and to other key stakeholders in local government, private business, and other institutions to meet the public health needs of Bexar County. The coalition will review existing strategies, engage new partners, and create recommendations and goals to address health disparities and promote health equity. The Strategic Partnerships, Development, and Special Projects Manager will work to execute this plan with a focus on underserved populations to address equity and expand the footprint, impact, and reach of the Department of Preventative Health and Environmental Services.
- Build, sustain, and expand a community-based coalition of public and private stakeholders to address challenges faced by the current local workforce environment particularly in disparity and equity and ensure goals and objectives created by the coalition are responsive to the community, particularly in historically marginalized communities
- Develop strategic and tactical plans for the coalition to achieve common goals for Bexar County that addresses key organizational self-interests for each partner organization while also meeting the needs of the community
- Work with and maintain strong relationships with allies, stakeholders, policymakers, and leaders at the grassroots level to influence local public health goals created by the coalition
- Foster partnerships with Bexar County colleges and universities to develop internship opportunities to support the department's strategic plan
- Collaborate with existing Bexar County teams / departments to further develop public health plans created by the community coalition including the development of issue analyses, position statements, talking points, and public information materials that energize community participation, elevates Bexar County priorities, and informs partners
- Ensure materials developed for the community are culturally relevant and linguistically appropriate.
- Engage in current area-wide public health and advocacy efforts including participating in existing coalitions, supporting partner efforts, and connecting Bexar County coalition partners to other public health efforts
- Expand partnerships with community-based, state, and nationwide networks to study challenges and best practices from areas that have undertaken similar efforts
- Graduated from an accredited college or university with a Master's degree in Public Health, Public Administration, Community Health, Business Administration, Public Policy or closely related field, and seven (7) years office administration experience to include two (2) years supervisory experience and or an equivalent combination of education and experience

- Ability to manage and train employees; ability recognizing problems and implement solutions to resolve; ability to communicate effectively, both verbally and in writing; ability to communicate effectively with diverse groups of individuals utilizing tact and diplomacy; ability to establish and maintain effective working relationships with subordinates, co-workers, County employees, Department / Division Heads, Elected / Appointed Officials, outside organizations and agencies, vendors and the general public
- Strong organizational skills that reflect ability to perform and prioritize multiple tasks seamlessly with excellent attention to detail; skill in supervising professional employees and maintain confidential information; skill in operating and maintaining office computer systems and a wide variety of office software packages
- Must secure and maintain a favorable background investigation and clearance
- Must clear a pre-employment physical and a pre-employment drug screen test
- Must have valid Texas driver's license, motor vehicle liability insurance and personal injury insurance; or have a self-reliant source of transportation to conduct business on a daily basis
- May be required to work more than 40 hours during the workweek
- May be required to work weekends
