DIRECTOR - PUBLIC HEALTH
PURPOSE : The purpose of this position is to plan, organize, implement and supervise public health and environmental services and personnel including the Division of Health Services, the Division of Humane Services and the Division of Environmental Health according to applicable laws, rules and regulations. The work is performed under the direction of the Director of Administration.
This position is an appointment of the County Executive and requires advice and consent of the County Council. The position is not covered by the County Merit System.
- The St. Charles County Charter requires that within one hundred twenty days of appointment, each department head shall be a resident of St. Charles County.
RESPONSIBILITIES :
Cooperatively plans, develops, and implements overall public health, animal control, and environmental services through three division directors, and is responsible for the overall operation of the Department and its DivisionsReviews existing programs for efficiency and economy, implements necessary changes in response to the growing County population, changes in population demographics and to comply with existing state and federal laws, rules, and regulationsCoordinates and supervises data gathering, evaluation, and reporting through division directorsCoordinates Department functions with community private and public facilities and agenciesNegotiates partnerships with municipalities to provide servicesDetermines department objectives and coordinates the development of division objectives through the division directors and develops and implements policies and proceduresDevelops, manages, and maintains partner relationships with community stakeholders, state-level stakeholders, and public health professional organization stakeholdersDevelops, recommends, and administers Department budget collaboratively with the division directors and the department’s fiscal managerMonitors expenditures for compliance with budget mandates; Supervises grant development and administration, including billing, with the division directors and the fiscal manager; Researches, identifies, and develops alternative funding sourcesNegotiates contract services and oversees contractor performance for compliance with program goals and contract provisions, both directly and cooperatively, with the division directors and the fiscal managerLeads and oversees the development and implementation of marketing and public education plansPrepares and gives public presentations and directs the preparation and distribution of press releases and reports by the Public Information Officer and Division DirectorsOversees Department personnel functions including prospective employee recruitment, screening, hiring, employee discipline, promotion, commendation, and dischargeActs as a hearing officer for dangerous dog cases arising from the humane services function of the Department.Oversees training of staff and delivery of services to the public seeking vital records from the state of Missouri and passports from the federal governmentREQUIREMENTS :
Master's degree in Public Health, Health Administration, Medicine, Biology, Chemistry, or related health field required Doctoral degree preferredMinimum five years of Public Health Program Management experience including supervisory experienceMust reside within St. Charles County within days of appointment and remain a county resident throughout the term of appointmentSuccessful completion of appropriate and required NIMS trainingsThis is a full-time position which includes a full range of benefits including Paid Time Off, Extended Medical Leave, Holidays, Employee Health, Dental, Life, Disability, Retirement, and Tuition Assistance programs.
