Strategy Assessments And Plans Specialist

This position is located within the Division of Homeland Security and Emergency Management (DHSEM). The division is a dynamic and diverse team that is committed to developing, administering and coordinating comprehensive and integrated statewide emergency management and homeland security programs. The Division's work ensures the safety and security of Colorado and its infrastructure through unity of effort with local, tribal, state, federal, private and nongovernmental partners.

The primary purpose of this position is to provide operational and administrative support to the Colorado Emergency Preparedness Assessment (CEPA) Program. Key responsibilities include facilitating, leading CEPA sessions, supporting operations and administration of the CEPA Program, updating CEPA curriculum to ensure currency and relevance, conducting pre-session stakeholder information and preparation briefings, providing inputs to the CEPA Program Budget, maintaining CEPA Program Master Schedule, identifying lessons learned and best practices for the CEPA Program, and supporting the development of analyses of CEPA findings to present to senior emergency management stakeholders.

Minimum qualifications include six years of full-time demonstrated professional experience facilitating, instructing, and / or public speaking that includes plan writing. Required skills include strong organizational skills, ability to work both independently and as part of a team, high proficiency in Microsoft or Google Office products, and excellent technical writing skills. Preferred qualifications include continuity planning experience, strategic planning experience, policy development, curriculum development, and project management.

Conditions of employment include successful completion of a background investigation that includes a polygraph exam and a fingerprint based criminal history search, possession of a valid Colorado Driver's License, and being a Colorado resident at the time of application. During activations of the State Emergency Operations Center (SEOC), this position may be required to report to the SEOC during nights, weekends, and / or holidays. Successful completion of Incident Command System (ICS) training courses 100, 200, and 700 within the first year of employment is required.
