Job Description
DME is seeking a Safety Assurance Representative (SAR) to join our Sewer Program Management (SPM) team. The SAR will collaborate with DC Water, the SPM Program Team, Progressive Design Build teams, CMAR Designers and Contractors, as well as all subcontractors, to support the management of environmental, health, and safety aspects for DC Water projects. The ideal candidate will possess excellent verbal and written communication skills, be highly organized, and demonstrate responsiveness. This role requires the ability to thrive in a diverse team environment while managing multiple tasks with competing priorities. The position is based at DC Water’s Blue Plains facility, with frequent visits to various project sites across the Greater Washington Area overseen by the SPM.
Job Description :
- Serve as the Safety Assurance Representative (SAR) on the SPM program located in Washington, DC :
- Work closely with the Lead Safety Assurance Representative, Delivery Manager (DM) and
- other program staff during all phases of the work to identify Environmental Health and Safety
- (EHS) concerns, offer suggestions on improvement and take action to implement solutions.
- Understand DC Water’s Safety Manual and be able to communicate requirements and identify
- non-compliance.
- Provide program specific safety orientations to SPM team members and other applicable
- parties and support the SPM in preparation of JHAs.
- Collect and maintain project EHS metrics and provide trending analysis.
- Implement the requirements of the SPM’s PMP specific to Environmental Health and Safety
- Plan oversight and the SPM’s Field Work Safety Plan.
- Review all EHS related submittals by the Contractors, including, but not limited to, Project
- Specific Safety Plans (PSSP), JHAs, monthly reports, hazardous material management and
- sampling plans, waste management plans, hazardous waste contingency plans, erosion and
- sediment control plans, and Stormwater pollution prevention plans (SWPPP) to ensure
- comprehensive oversight of all site activities.
- Facilitate EHS meetings with the Contractor Site Safety Representative, and other project
- management personnel as appropriate, to ascertain and discuss upcoming construction
- activity and EHS-related activities for various sites to monitor that Contractors are adequately
- identifying and addressing the EHS risks and hazards of the work.
- Perform inspections of the contractors ongoing work activities and submit daily reports,
- documenting any potential non-compliance with the contractor’s PSSPs and JHAs.
- Prepare monthly trending analysis of Contractor performance to proactively address
- Contractor’s non-conformance.
- Notify SPM leadership, report, investigate, and provide root cause analysis for all
- “Observations”, “Incidents” and “Near Misses” using established reporting procedures.
- Oversee Emergency Action Plan (EAP) and drills for Blue Plains SPM offices in coordination
- with client’s operations and security staff.
- Submit EHS monthly status reports and metrics
- Prepare and participate in client’s EHS audits
Desired Skills and Experience :
Bachelor’s degree in Health and Safety (Occupational Health and Safety, Environmental Health and Safety, Industrial Hygiene, Engineering, Safety Management, etc.) or comparable degree.6+ years of professional experience, preferably on active construction sites for municipal water andwastewater projects.Foundational knowledge of environmental, health, safety and / or chemical hygiene principles.Experience in leading audits to determine adherence to the project’s EHS requirements.Current BCSP professional certification (CSP, ASP, CHST).Advanced technical skills with the ability to articulate ideas and concepts both visually andcontextually are essential.Strong verbal / written communication skills and ability to work well independently and in teamenvironments.Experience with managing EHS on client’s infrastructure improvement projects.Must be positive, flexible, reliable, responsive, punctual, self-motivated, able to multi-task and workboth independently and in a team environment, and under deadline pressures.Advanced skills in MS Office products including Excel, Word, PowerPoint, and Outlook; proficiency withInternet applications.Valid driver’s license and good driving record required.Must be willing to work in the field year-round, potentially for extended periods of time, and able toperform physically demanding work (see requirements below) :o Ability to work for short periods of time in extreme temperatures including heat and cold.
o Ability to wear required safety equipment at sites including hard hats, safety toed boots
or other approved toe protection), safety glasses, etc.
o Ability to stand for several hours observing and documenting field conditions or critical
construction operations.
o Ability to walk slowly around sites of varying size that may have areas of uneven, muddy,
and / or rocky ground to perform inspections and take photographs.
o Ability to lift objects weighing 30 pounds.
o Ability to remain alert and vigilant while working around construction equipment and be
able to walk swiftly for a short distance to clear an area where a potential hazard is
identified.
o Ability to climb stairs (2-3 flights) or ladders (up to 24 foot typically) to access structures
for visual inspection.
