Stormwater Maintenance Crew Leader
Hiring range is negotiable between $46,851 and $60,897 depending on a candidate's qualifications and experience. Perform highly skilled work in the maintenance, repair and replacement of City stormwater infrastructure, requiring advanced experience and skill in the operation of light and heavy duty construction equipment. An employee in this class will be highly skilled in operating most of the equipment used within the stormwater division, to include dump trucks, street sweepers, backhoes, skid steers, front-end loaders, excavators, Jet-Vacs, farm tractors with various attachments, etc. Employee will oversee the jobsite and lead a work crew in performance of duties through task completion. Basic work requirements include, but are not be limited to, excavating jobsites; loading and hauling materials, supplies, soil, dirt and debris; sweeping streets; Jet-rodding pipe; digging, regrading and maintaining ditches; maintaining, repairing and installing pipes, curb and gutter systems, manholes, and catch basins; masonry work, etc. Employee performs work in accordance with established safety rules and regulations. Employee may be required to work shifts or on weekends during severe weather, such as hurricanes, winter snow storms, high winds, etc. Employee may also be expected to perform "on-call" duties as directed.
Serves as crew leader in the absence of the stormwater supervisor. Oversees work of assigned work crew; observes work in progress and instructs crew members as needed; provides input to supervisor regarding crew's performance. Operates various types of heavy equipment, including backhoes, front-end loaders, dump trucks, flatbed trucks, skid steers, excavators, Jet-Vacs, street sweepers, tractors, etc. during the performance of daily responsibilities. Ensures machinery and equipment are properly maintained; completes daily checks and preventative maintenance requirements, and schedules maintenance and repairs accordingly to ensure equipment remains in good working order. Trains other employees in proper operation of equipment to assist in skill development. Uses various pneumatic, gas or electric power tools, including compressors, jack-hammers, compact rollers, tamps, chain saws, drills, etc. to perform daily responsibilities. Uses hand tools, including, but not limited to, shovels, rakes, bush axes, hoes, etc. to preform daily task. Sets up laser with corresponding blue prints and architect codes to correctly lay pipe and building catch basins, as well setting proper grades for ditches. Performs all aspects of concrete work related to maintaining stormwater infrastructure; saw cutting and removing concrete; constructing and repairing manholes; laying forms, pouring and finishing new curb and gutter; and cleaning up the worksite. Performs surface and subsurface stormwater infrastructure maintenance, repair and construction, including clearing, regrading and excavating ditches; clearing, repairing and installing pipe; repairing and installing catch basins; and sweeping streets. Performs various landscaping duties to dress up jobsites, including weed eating, trimming shrubs and trees, seeding grass, etc., as well as applying herbicides and pesticides for weeds and fire ants. Ensures all safety procedures and protocols are in place and used effectively at all jobsites and work zones, including placement of safety signs, cones, flaggers, etc. Manually clean catch basins, curb and gutter, and other drainage structures to remove collected debris from the stormwater conveyance system. Responds to severe weather and / or natural disaster events, including winter storms, hurricanes, high winds, etc. to assist in recovery efforts; collects and hauls debris, loads dump trucks, spreads salt or sand, plows and scrapes snow and ice, etc. Works various shifts to operate equipment in support of natural disasters or major weather events. Performs "on-call" duties on a rotational basis as needed. Prepares daily logs and other reports to track performance and completed tasks; uses computer and related software to input data. Assists other departments and agencies as needed. Performs other related duties as assigned.
Knowledge of the operational and preventative maintenance requirements for light and heavy construction equipment and vehicles assigned to perform primary duties. Knowledge of the occupational hazards and proper safety precautions involved in the operation of assigned equipment and performance of daily responsibilities. Knowledge of the traffic laws and regulations governing equipment operation. Knowledge of street locations and the geographic layout of the City. Skill in the use of computers and basic administrative software applications. Skill operating and maintaining light and heavy duty construction equipment, and using basic hand tools. Ability to provide training on the preventative maintenance and operational use of light and heavy construction equipment used regularly within the stormwater division. Ability to provide leadership to a small crew while performing tasks and insuring work quality. Ability to communicate effectively in oral and written forms. Ability to establish and maintain effective working relationships with other employees, co-workers, supervisors, and general public. Ability to respond courteously to citizens.
Minimum education and experience requirements : High school diploma or its equivalent. Ten (10) years' experience operating light to heavy duty construction equipment. Or an equivalent combination of education and / or experience. Special requirements : Possession of valid North Carolina Class "A" Commercial Driver's License or ability to acquire within one (1) year of hire date. Preferred qualifications : Knowledge of or previous experience in stormwater infrastructure maintenance, repair and construction.
