Job description

Summary Statement

This position is responsible for overseeing and managing the State's cash management programs which involves the careful monitoring of the cash-flow models to effectively direct the allocation of State funds among various accounts - which is central to accurate and timely forecasting of dividend and interest income shared with the Delaware Economic and Financial Advisory Committee (DEFAC) six-times throughout the year.

Additionally, this position oversees processes and implements internal controls securing the timely and accurate settlement of the State's daily cash position which includes reconciling, troubleshooting, scheduling and contingency planning; effects wire(s) as requested to meet daily liquidity needs. On top of that, this position identifies school and / or other special funds on deposit with the State eligible to receive interest and calculates, distributes, records, reports, and audits interest payments to ensure compliance with enabling legislation and internal procedures.

The office has just completed the implementation of a new Treasury Management System (TMS). This position / individual will be instrumental in the refinement of the use of the TMS within current cash position and cash flow forecasting processes for the office. This TMS system currently integrates banking and investment processes within one system and includes specialized calculations necessary to forecast cash position and provide real-time financial updates that are imperative to the state's decision making.

Essential Functions

  • Participates with Cash Management Policy Board in the analysis, evaluation and prioritizing of cash management implementation plans developed by contracted consultants and directs the implementation of such plans.
  • Drafts and publishes State's request for proposal for banking services; evaluates responses and negotiates contracts for required services.
  • Negotiates and monitors performance of contracted investment managers.
  • Develops and implements short-term portfolio management plans for general and special State funds not placed with contracted managers.
  • Assists other State agencies by analyzing needs, identifying banking institutions capable of meeting same and reconciling differences.
  • Develops and monitors cash flow forecasting systems to include monthly and annual dividend and interest income.
  • Assists the State Treasurer and other bond issuing officers by responding to inquiries from bond rating services, commercial and investment banks regarding Delaware's financial operations and its economy.
  • Plans, assigns, reviews and evaluates the work of subordinate staff conducting the daily and on-going business of the unit.

Job Requirements

JOB REQUIREMENTS for Cash and Debt Manager

Applicants must have education, training and / or experience demonstrating competence in each of the following areas :

  • Three years experience in reviewing and interpreting financial information for the purpose of evaluating investment options and methods.
  • Three years experience in cash management.
  • Three years experience in public finance such as analyzing government revenue and expenditures, public trusts and investments, budgets and taxation; evaluating economic impact, making projections and recommending public policies.
  • Six months experience in financial administration such as comprehensive analysis of programs, budgets, projects, services, alternatives, and costs; financial planning, revenue generation, revenue forecasting, expenditure forecasting, cash flow management and establishing internal control.

    The main office is in the Webb Building with the Silver Lake Business Complex in Dove DE. Office of the State Treasurer (OST), also, has as smaller satellite office based in the Carvel State Building in Wilmington, DE.
