About the Role
The Manager of Human Resources plays a vital role in cultivating a high-performing, inclusive workplace that aligns with our mission. This hands-on leader owns all core HR functions—talent acquisition, operations, compliance, employee relations, and engagement—with an eye toward automation, efficiency, and continuous improvement. You’ll lead strategic initiatives while handling day-to-day operations that keep our people supported and our agency thriving.

What You’ll Do
Talent Acquisition & Onboarding
- Maintain inclusive, consistent, on-brand, and mission-aligned job descriptions
- Source and recruit top talent through community partnerships and digital channels
- Develop, communicate, and manage a consistent and effective talent acquisition process for hiring top talent aligned with the agency’s mission.
- Manage new hire workflows, documentation, and experience in the HRIS for a welcoming start and onbrand effective onboarding experience.
HR Operations & Automation
Maintain accurate and updated policies, forms, files, and job dataDigitize and automate HR records, paperwork, and workflows using HRIS and modern toolsTrack and report HR metrics for leadershipManage employee changes, requests, benefits, open enrollment, earned leave, training documentation, leaves of absence, and all documentation and communication regarding starts and departures.Manage application, tracking, reporting, and vendors associated with workforce training grants.Employee Relations & Engagement
Serve as a trusted resource to staff and managersOversee tracking and compliance of continuing professional education and professional education programs, Support performance coaching, feedback, and recognition programsCoordinate surveys, engagement efforts, and self-service toolsProactively gather and document regular feedback from employees and managers on various HR processes and propose updates and improvements.Compliance & Labor Relations
Review all invoices for accuracy, approve for payment, and file.Ensure legal compliance and accurate recordkeeping and documentationMaintain, communicate, and ensure compliance with updated, consistent, aligned notices, job postings, processes, templates, and timelines for hiring, screening, onboarding, job descriptions, policies, performance reviews, employee relations and discipline, employee changes, required trainings, off-boarding, audits, and compliance filings.Ensure adherence to all aspects of collective bargaining agreements and document any variances.Lead disciplinary, termination, and audits. ________________________________________Requirements : What You Bring
Bachelor’s degree in HR, Business, or related field; HR certification preferred5+ years of progressive HR experience; nonprofit or mission-driven work a plus3+ Years of experience in union settings (highly preferred)Knowledge of employment law, HRIS systems, and benefit administrationPrevious experience setting up and managing HRIS systems, particularly Paylocity strongly preferred.Skilled in social media, automation, and AI as HR enablers (AI in HR certification highly valued)Strong communication, organization, project management, data analysis, and interpersonal skillsCommitted to equity, inclusion, and confidentiality________________________________________
