Resident Construction Engineer II - Pueblo, South Program

This position is only open to Colorado state residents.
New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.
About the Work Unit
This residency is responsible for ensuring that improvements to the State's transportation system are designed and constructed safely, efficiently and effectively in the assigned geographic area to implement the Statewide Transportation Improvement Plan. This includes designing and preparing plans for projects which are professionally certified in accordance with Federal and State standards that are accurate, biddable and constructible. This unit also oversees and directs the work of construction contractors in the field building the projects, including inspecting, testing and measuring the work of the contractors and consultants to assure it is in accordance with the awarded contract. This includes documenting and authorizing payments for completed work as well as monitoring the financial status and schedule of projects throughout the design and construction process. This residency oversees the work of consultants providing design and construction engineering services to CDOT. Responsibilities also include providing engineering support for maintenance forces and interfacing with local agencies and property owners.
About the Position
This supervisory position exists to provide technical expertise while overseeing and directing the design and construction of projects in accordance with State and Federal guidelines, policies, and procedures. This includes legal responsibility sealing and stamping plans produced by the residency, which requires a registration as a licensed Professional Engineer with the State of Colorado. This position provides engineering expertise and advice in all phases of construction projects, monitors and approves expenditures to ensure that they are within approved budgets and monitors schedules to make sure that established deadlines are met. As a supervisor, this position coordinates and makes work assignments, ensures that unit employees are trained and have adequate resources to perform their assigned duties, prepares performance and employee development plans and evaluates employees' performance, while acting as a liaison between management and staff. This position works closely with other CDOT units and outside agencies to plan for and respond to engineering issues. This position represents the Department in dealings with the public, outside entities, contractors and the media. All duties are performed with a safety consciousness and the goal to provide exceptional internal and external customer service. This position must continually learn and develop job knowledge to keep up with changes in procedures, technology, and priorities.
This position covers Pueblo, Huerfano, Las Animas, Otero, Crowley, Kiowa, Bent, Prowers, and Baca counties.
Your duties and responsibilities
- Directs, manages and guides all activities and personnel involved in planning and development of project plans;
- Monitors and administers construction projects to certify that construction is performed in accordance with the plans and specifications under State and Federal requirements.
- Reviews and approves modifications to design and construction;
- Inspects project sites and features for safety and quality compliance, including features for storm water permit compliance and traffic control reviews / inspections;
- Resolves complex engineering problems to successfully complete projects within environmental, economic, and contractual constraints;
- Provides advice and / or assist in the resolution of disputes or claims that escalate beyond the project level;
- Directs and coordinates activities and staff involved in the development of plans, specifications, and estimates for the design of transportation projects;
- Ensures that the planning process and design complies with the NEPA requirements, project scope, schedule, and budget and follows current design criteria, standards, practices, theories, and procedures;
- Ensures that all project clearances are obtained from various engineering, environmental and right-of-way offices within CDOT to clear a project for Ad.
- Proposes and implements design alternatives / concepts based on professional engineering judgment;
- Uses computer software and programs, such as Microsoft Office Suite (Word, Excel, Access), Gmail, SAP, AASHTO Software, MS Project, SiteManager, Microstation, InRoads, etc. to guide engineering activities;
- Monitors and reports the financial status of all design, construction, and other transportation projects assigned to and administered by the work unit to ensure that projected costs of project completions are within the approved budgets;
- Authorizes and approves expenditures and contract payments for projects, general office administration including supplies, equipment and services, and the maintenance of the facilities and equipment;
- Develops phasing for corridor management plans that fit within approved budgets;
- Reviews, approves and monitors contract administration for transportation projects to ensure compliance, including design, construction, construction engineering, and environmental study contracts;
- Creates and reviews, and approves modifications to the contract and resolves contractor and consultant disputes and claims;
- Prepares, reviews and approve scopes of work and task orders;
- Represents the Department in dealings with the public, other governmental agencies, contractors, consultants, the media, developers, business owners, and other entities; explains CDOT's actions related to project development, design and / or construction activities; answers questions and resolves complaints;
- Provides information, education, and guidance to the public and Communications Office as needed.
- Develops written correspondence for internal and external customers / stakeholders to meet their needs;
- Participates in on-the-job training and formal training stay current with new or changing information, processes, policies, technology, etc.;
- Trains others on design and construction processes, relevant policies, procedures, standards, statutes, regulations, and other reference materials;
- Provide construction management training, guidance, and mentoring to others in the Residency;
- Other duties as assigned.
