Construction Manager IV (Asset Renewal Construction Manager)
The Asset Renewal Construction Manager reports to the Asset Renewal Program Manager and acts as the primary liaison and airport owner representative responsible for pre-construction and construction activities and for multiple projects at the same time. The Asset Renewal Program replaces end-of-life airport assets, primarily MEP fire and security systems, vertical and horizontal transportation systems, building enclosure assemblies, below-grade utility systems, baggage systems, and passenger boarding bridges.
The successful candidate is a well-rounded individual who has managed construction projects in a large airport environment, with a strong emphasis on and understanding of MEP systems. The individual must be experienced working in an operating environment and able to coordinate critical outages with minimal impact on airport operations. Transparent communication with stakeholders is a key ingredient for an effective construction manager.
Project and Position Description
The Asset Renewal Construction Manager provides direction and management for assigned projects and ensures the safe and on-schedule completion of each project within or below budget in accordance with contractual obligations.
The Asset Renewal Construction Manager focuses on planning and defining program goals and devising methods to accomplish them, with an in-depth knowledge of owner objectives, contract terms, and airport policies. The Asset Renewal Construction Manager is responsible for planning, directing, and supervising the execution of all technical, fiscal, and administrative aspects of the project.
Key Job Duties
- Work with team members and airport management to develop budgets, schedules, and plans for the various elements of a project.
- Provide input, review, and initial approval of the TOS acquisition submittal packages prior to official submittal to determine accuracy, completeness, and compliance with LAWA DCH requirements.
- Provide the initial draft of NTP letters and supporting documents, including supplemental conditions as necessary for clarification of project conditions and all other supporting documentation as requested by the Program Manager.
- Facilitate coordination of design-related requests for Building Modifications.
- Lead the review and approval of exemption requests needed to amend design documents, including accepting, rejecting, or mitigating these requests as appropriate.
- Lead pre-construction meetings to facilitate the proper start of the project.
- Lead and document weekly meetings.
- Coordinate with all Airport Stakeholders to facilitate goals and objectives for administrative, technical, and engineering functions through project closeout.
- Manage project scope to meet or exceed project goals and objectives.
- Document and maintain all project correspondence, including related agreements, authorizations, reports, drawings, and specifications. This includes written scopes of work, submittals, and BIM deliverables, weekly meeting minutes, and more.
- Coordinate with the Design Manager during both design and construction phases. Collaborate closely to resolve technical design issues and address non-compliance.
- Coordinate shop drawing reviews, mockup requirements, and approvals, and participate in and approve factory and site acceptance tests.
- Participate in testing and commissioning activities, manage the punch list process, and perform other activities required to ensure all closeout processes and requirements for a LAWA project are followed so documentation is completed as quickly as possible.
- Monitor all Agencies Having Jurisdiction (AHJ) to ensure the review and approval of permits required to construct the project.
- Enforce the requirements of the LAWA Design and Construction Handbook (DCH) in effect at the time of design, ensuring revisions or deviations are documented and tracked for future reference during construction and closeout. Enforce supplemental Design Guidelines that may come into effect from time to time.
- Thoroughly understand the agreements and amendments between design professionals and / or contractors and LAWA, including legal and performance requirements such as procurement delivery schedules, component delivery dates, and pending notices (NTP, BOAC Actions, TOC, SC, etc.), with support from the Project Manager.
- Anticipate, identify, and resolve program conflicts related to design, construction, operations, commissioning, safety, and security. Actively liaise with Airport Operations, Facilities Maintenance and Utilities, CDD, Planning, IMT, Shutdown Control Center (SCC), Airport Police Division (APD), and Inspection.
- Facilitate ASR and USR meetings with Airport Operations to review short-term and long-term detailed execution plans with contractors ahead of SCC application.
- Manage the process flow of submittals and RFIs.
- Ensure all work is performed with and inspected to the latest versions of plans and specifications, including approved changes, submittals, and RFIs.
- Prepare reports summarizing construction progress for senior management.
- Review Change Proposals for contractual compliance and alignment with fair market value.
- Prepare monthly risk reports.
- Monitor adherence to the quality assurance / quality control plan and related documents and promote excellence on the project through QA processes.
- Review pay applications to verify completed work and ensure compliance with contract requirements.
- Participate in all necessary coordination meetings with the designer, contractor, and applicable stakeholders.
- Lead, mentor, and grow assigned staff.
