Program Manager

GovCIO is currently hiring for a Program Manager to oversee large IT, cyber, and software development projects for our Navy customer. This position will be located in Quantico, VA and will be a hybrid position.

Responsibilities

Directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms / conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.

Manages one or more programs of size and complexity, may manage an operating / field office, and supervises professional and technical personnel performing in their customary disciplines.

Maintains aggressive efforts to achieve objectives.

Prepares manpower staffing plans, including skill and labor mix, to support contract operations. May be responsible for recruiting, interviewing, and hiring staff.

Monitors contract, subcontract, and funding; prepares forecasts of program financial performance.

Acquires follow-on business associated with areas of responsibility and supports new business development by leading major proposals personally, or through subordinate program / project managers.

The successful candidate will oversee program operations for our Navy customer to include : personnel management, customer and stakeholder engagement, financial budgeting and forecasting, monthly reporting, subcontract personnel management, as well as management of cost, schedule, and scope.

Qualifications

High School with 8 - 12 years (or commensurate experience)

Required Skills and Experience

• Clearance Required : Top Secret w / SCI Eligibility
• Must be in commuting distance to Quantico VA
• Program Management Professional (PMP) certification required.
• Minimum 1 year of experience managing IT projects for the Navy Criminal Investigative Service (NCIS).
• Knowledge of NCIS organization and relationship with NCIS leadership.
• Experience managing IT infrastructure modernization and software development projects.
• Experience implementing Scrum methodologies and process improvements.
• Experience managing cost, scope, and budget for federal contracts.
• Experience managing subcontractor support.

Posted Pay Range

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an "at-will position" and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department / team performance, and market factors.

USD $155,000.00 - USD $165,000.00 / Yr.
