Job description

Senior Human Resources Specialist

The Fire Department of the City of New York (FDNY) is the largest Fire Department in the United States and universally is recognized as the world's busiest and most highly skilled emergency response agency. The Department's main goal is to provide fire protection, emergency medical care, and other critical public safety services to residents and visitors in the five boroughs. The Fire Department of the City of New York (FDNY), comprised of approximately 17,000 employees in uniformed, emergency medical services, and civilian titles, is seeking an experienced Human Resources professional with strong knowledge of City and civil service leave policies. The position is for a full-time, permanent Staff Analyst Level 2 to serve as the Senior Specialist in the HR Benefits and Leave Unit within the Bureau of Human Resources. This position reports directly to the Senior Director of the HR Benefits and Leave Unit. The Senior Specialist of Benefits and Leave will be responsible for, but not limited to, the following :

  • Approving leave requests, including FMLA, Paid Family Leave (PFL), Paid Parental Leave (PPL), Personal Leave, Child Care Leave, and Military Leave.
  • Assisting with retirement calculations, resignations, Medical Leave SLOAC, advanced time, and grants.
  • Ensuring compliance with the Americans with Disabilities Act (ADA), Family and Medical Leave Act (FMLA), Workers' Compensation, and other applicable rules and regulations.
  • Monitoring and processing Section 71 / 73 terminations.
  • Acting as a liaison to internal departments including Payroll / Timekeeping, Legal / General Counsel, Bureau of Investigations & Trials (BITS), Bureau of Health Services (BHS), Labor Relations, and Absence Control regarding leave and employee / member transactions and requests.
  • Collaborating with the Senior Director and the Department of Citywide Administrative Services (DCAS) on leave and benefits updates and guidance.
  • Reviewing, researching, and interpreting benefits and leave policies, rules, laws, and regulations, and providing guidance to HR unit staff, employees, and members.
  • Ensuring adherence to all applicable rules and regulations within the Benefits Unit.
  • Providing metrics and reports on requests and actions.
  • Assisting with pension membership, pension buyback requests, leave balance transfers, and related payments in a timely manner.
  • Performing other related human resources functions as required.
