Position Overview

This position is accountable for providing managerial assistance; technical guidance; assistance in planningdirecting coordinating and controlling all interrelated activities necessary for the administration of thecompetitive bidding process; and is directly accountable for the review and approval of Contracts and ContractBonds essential to accomplish the departments $1 billion highway and bridge construction program.

Essential Functions

• Provides guidance in ensuring compliance in the bidding process with all applicable state and federal policies procedures and laws.
• Supervises the preparation of bidding documents for lettings established by the department.
• Provides guidance and technical assistance to contractors concerning departmental rules regulations and procedures governing the competitive bidding process.
• Collects reviews and approves contractor insurance documentation.
• Develops contract documents and administers their processing.
• Maintains complete and accurate departmental records reflecting all activities involving the competitive bidding process.
• Administers enforces and ensures compliance with department safety policies and codes.
• Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
• Performs other duties as assigned.

This position will change from the Technical Manager IV classification to Transportation Executive I in the near future as part of the completion of this ongoing administrative alignment project.
