Short Term Rental Enforcement Officer
The purpose of this position is to enforce the Gila County Short Term Rental Ordinance and other ordinances using the Gila County Hearing Officer Rule of Procedure. This position investigates potentially unregistered short-term rental properties and other complaints in Gila County, verifies ownership using recorded property deeds, drafts legal documents for service of process, presents evidence at a hearing to the Gila County Hearing Officer, and monitors the status of a high volume of cases. This position may also conduct on-site inspections and prepare reports on inspections. The role also involves customer service duties.
Essential duties and responsibilities include preparing letters, notice of violation / summons and setting hearing and compliance dates (30%), conducting site inspections, verifying the validity of complaints, composing consequent reports, and opening cases, referring relevant items to other government agencies (20%), interpreting county codes and determining / helping to meet permit and other requirements (20%), monitoring cases and reporting any changes, keeping complainants informed, and working with owners to resolve violations and achieve compliance (10%), preparing documentation for cases required to go before the Hearing Officer (10%), providing customer service : answering questions; assisting the public with preparation of building and zoning applications (10%), and performing other duties as assigned.
This position has no responsibility over any types of budget. Provides project research support on quality assurance projects. This position explains county procedures or processes and negotiates or persuades. This position creates or edits documents, internal memos, emails, formal letters, reports, and legal documents. Interacts regularly with internal coworkers and other departmental personnel over the telephone, by email, and / or in person. Incidental contact with the public may occur as part of the work location. Always (more than 85% in a year) interacts specifically with customers.
Minimum education required is a high school diploma or GED. Minimum years of directly related experience required are two (2) years relevant experience in code enforcement or familiarity of building codes; or equivalent education, training, and experience. Must possess and maintain a valid driver's license.
Knowledge required includes customer and personal service; building and construction; public safety and security; law and government; federal, state, local laws, regulations, Gila County ordinances and statutes. Basic statistical techniques and applications; business English and report writing, computer software for database and presentations, and spreadsheets.
Skills required include communicating diplomatically; customer service; persuading and influencing; negotiating; problem recognition; problem solving; multi-tasking; typing and data entry.
Abilities required include making sense of multiple data; multi-tasking; maintaining hand-eye coordination; maintaining a calm demeanor in stressful situations and reading and writing at a professional level.
Physical demands include regularly standing to attend to customers, routinely sitting to complete reports and operate computers; occasionally sitting to complete a program. Occasionally lifting under 10 lbs.; occasionally lifting up to 75 lbs.; rarely lifting over 75 lbs. Rarely requires dexterity for keyboard operation. Incumbents in this position may be required to walk to and from work sites and routinely bend.
Work environment includes using standard office equipment, including a computer, in the course of the work; driving a motor vehicle to attend meetings and visit various work sites including outside construction sites; using standard office equipment, in the course of the work. Work may be performed outdoors and in construction areas.
Safety risk exposure includes on rare occasions becoming exposed to telephone verbal abuse by customers or citizens, being exposed to physical danger, mechanical hazards, chemical hazards, electrical hazards, fire hazards, dogs, and extreme temperature.
Incumbents in this position are required to constantly follow written safety procedures and manuals relevant to the division or department. Potential errors can cause inconveniences to other employees, and / or delays in related work areas. Delays in services are possible.
