Job description

Under the general direction of the Office Chief of Design III, the incumbent acts as the District technical expert for Design who provides guidance to design staff related to the application of geometric, drainage, roadside, and multi-model design standards & policies, and participates in the improvement of the Department's highway design guidance. The incumbent also acts as the formal liaison between District Project Development and the Division of Design in HQ in order to ensure statewide consistency in the application of design standards and best design practices for delegated design products.The incumbent will coordinate with District Project Development and functional units, Headquarters Structure Design, the Division of Design in HQ, the Project Delivery Coordinator, the Legal Division, and local agencies.

Possession of a valid certificate of registration as a civil engineer issued by the California State Board of Registration for Professional Engineers.

Working Conditions

Position located at 2885 S. Higuera Street, San Luis Obispo, San Luis Obispo County

Multiple positions may be filled from this recruitment.

While at their base of operation, employees will work in a climate-controlled, "cubicle" office environment under natural and artificial lighting. They will be responsible for keeping the branch work area clean and project files organized for easy access; as well as ensuring that the conduct and noise levels of staff do not adversely affect the work of others. Employees will also periodically may be required to travel and work outdoors and may be exposed to dirt, noise, uneven surfaces, or temperature extremes. When field work is involved, they are responsible for ensuring that proper safety precautions are communicated and followed by staff.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans' current telework policy. While Caltrans supports telework, in-person attendance may be required based on the operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises. The selected candidate may be required to conduct business travel on behalf of the Department or commute to the headquartered location. Business travel reimbursements considers an employee's designated Headquarters Location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

  • This position requires a valid Professional Engineering License (Civil) issued by the California Board of Registration for Professional Engineers for appointment.

  • Describe your experience and knowledge of the Department's policies, standards and procedures in the application of geometric design and the project development process as it relates to the duty statement for this position.
  • Discuss your experience in the preparation of project Plans, Specifications and Estimates (PS&E), Project Reports, Project Initiation documents (PIDs), Design Standard Decision documents and other technical studies and documents for transportation projects.
  • Describe your ability to assimilate technical and procedural information to evaluate project issues and develop alternative courses of action to make objective recommendations in the project issues relating to design.
  • Provide your experience in communicating with other agencies and local organizations, ability to develop networks, build internal and external partnerships, including other District personnel and Headquarters.
  • Describe the role of the Design Liaison in the PDT and within the district project development process.
  • Discuss specific geometric transportation project designs you have designed in your career.
