Job Description

The Project Manager III (PM III) is responsible for the implementation of Southeast Water Pollution Control Plant (SEP) Nutrient Reduction Project (Project) for the Wastewater Enterprise of the San Francisco Public Utilities Commission (SFPUC). SEP is the centerpiece of SFPUC’s wastewater treatment operations. Built in 1952, SEP is San Francisco’s largest wastewater facility with a treatment capacity rated for 85.4 million gallons a day (MGD) of designed average dry weather flow and 250 MGD of designed peak wet weather flow.  The SEP handles about 80% of the wastewater and stormwater from the eastern two-thirds of City and County of San Francisco.

In July 2024, the San Francisco Bay Regional Water Quality Control Board (RWQCB) adopted Nutrient Watershed Permit (NWP) that requires reducing amount of total inorganic nitrogen in the effluent discharged from SEP.  The project will consist of major upgrades or replacement of existing high-purity oxygen activated sludge system to produce densified activated sludge to reduce nutrient loads in the effluent. In February 2025, SFPUC made determination that SEP Nutrient Reduction Project be delivered through Progressive Design-Build method. SEP Nutrient Reduction Project is budgeted at $1.47 billion dollars.

Essential Functions :

The nutrient reduction project is extremely complex and will require substantial planning, analysis, and communication.  Technical steps involved with the project include :

  • Determining the scope and breadth of the capital projects in the Program.
  • Conducting system analysis, developing, and evaluating technical alternative solutions to comply with NWP requirements.
  • Siting and acquiring property or easements for interim and permanent facilities.
  • Procurement of the Owner Advisor to support planning, design, environmental and construction management.
  • Hydraulic, seismic, and system modeling.
  • Overseeing the programmatic and project specific environmental review process.
  • Detailed design and construction of the preferred project alternative.
  • Development of life-cycle costs and incorporating all systems into the Wastewater Asset Management Program.
  • Coordinating with residents, neighborhood associations, special interest groups, and other stakeholders.
  • These technical steps require system analysis and technical solutions involving the input and consensus of wastewater engineering, sewer / stormwater hydraulics, low impact design, maintenance, operations, and design engineering staff (civil, mechanical, electrical, structural, process, controls, cathodic protection, and safety engineering disciplines), and other outside experts in related fields.  Detailed design and construction of the projects will involve civil, mechanical, electrical, structural, process, and instrumentation control engineering.  In addition, environmental assessment and mitigation measures will need to be performed and addressed.

    Class 5506 Project Manager III performs other related duties as required.

    Qualifications

    Minimum Qualifications :

  • Bachelor's Degree in architecture, engineering or planning plus four years of responsible architectural, engineering or construction management experience,
  • OR

  • A Bachelor's Degree in another field plus six years of responsible experience in a field directly related to the project,
  • OR

  • Eight years of architectural, engineering, or construction management experience in a field directly related to the project,
  • OR

  • California registration as professional engineer or architect.
  • AND

    Four additional years of project coordination experience for major architectural, engineering or construction projects.

    One year of full-time employment is equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40-hour work week).  Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

    At least 10 years of professional experience in engineering, permitting, infrastructure construction, project management, construction management and other technical fields that involve major wastewater infrastructure facilities.

  • Bachelors or Master’s degree in Civil Engineering, Chemical Engineering, Mechanical Engineering or Electrical Engineering
  • California Professional Engineer (PE) license
  • Project Management Professional (PMP) certification from the Project Management Institute and / or DBIA certification from Design-Build Institute of America is desired
