Position Overview :

Maricopa County is seeking a Product Manager to lead the definition, development, implementation, and continuous improvement of the Countys Tax and Accounting system. This role ensures that the system meets the needs of internal users, external stakeholders, and regulatory requirements while enhancing efficiency, accuracy, and transparency in tax collection and financial reporting.

Key Responsibilities :

  • Define and maintain the product vision and roadmap aligned with county goals and compliance.
  • Collaborate with Finance, Tax Assessor, Treasurers Office, IT, and vendors to gather requirements and prioritize features.
  • Collect and analyze functional and technical requirements for tax billing, payment processing, reporting, and integrations.
  • Oversee full product lifecycle : planning, development, testing, deployment, and support.
  • Ensure system compliance with local, state, and federal tax regulations and accounting standards.
  • Develop and deliver training and support materials for County staff.
  • Ensure data integrity, security, and system reliability.

Required Skills & Experience :

  • 3+ years as a Product Manager or Business Analyst, preferably in government finance, tax systems, or accounting software.
  • Strong understanding of tax collection processes, government accounting, and regulatory compliance.
  • Experience with software development lifecycle (Agile / Scrum preferred).
  • Excellent communication, stakeholder management, and problem-solving skills.
  • Ability to translate technical requirements into user-friendly solutions.
  • Familiarity with government finance systems (Tyler Technologies, SAP, Oracle) is a plus.
  • Preferred Skills & Experience :

  • Experience in local government or public sector.
  • Knowledge of data privacy laws and cybersecurity best practices.
  • Education :

  • Bachelors degree in Business, Public Administration, IT, Accounting, or related field required.
  • Masters degree or relevant certifications (PMP, CBAP, CSPO) preferred.
