Facilities Services Supervisor

Irvine Ranch Water District is currently accepting applications for a Facilities Services Supervisor in the Facilities Services Department. Irvine Ranch Water District (IRWD) is a progressive, values-driven agency, with an international reputation for its leading-edge financial management practices, water recycling program, water use efficiency practices, water banking, urban runoff treatment, and energy generation and storage. Established in 1961 as a California Water District under the provisions of the California Water Code, IRWD is an independent special district serving central Orange County. IRWD provides high-quality drinking water, reliable sewage collection and treatment, ground-breaking recycled water programs, and environmentally sound urban runoff treatment to its customers. As an independent, not-for-profit public agency, IRWD is governed by a publicly elected five-member Board of Directors. The Board is responsible for the District's policies and decision-making. The position oversees all functions of the Facilities Services Department. Supervise, plan, review and participate in the work of the Facilities Services Technicians involved in the construction, maintenance and repair of District facilities. In addition, the Facilities Services Supervisor makes recommendations to management for the improvement of District facilities. Receives general direction from assigned management personnel. Exercises direct supervision of assigned staff. This class is the supervisory level in the Facilities Services series, responsible for overseeing the operation, maintenance, and overall supervision of departmental buildings, grounds, and related infrastructure. Incumbents work with minimal supervision, exercising considerable independent judgment and initiative. The incumbent may participate in crew work as needed. This class is distinguished from the higher-level Facilities / Fleet Manager class, which is responsible for broader planning, organization, and direction of all facilities operations.

Supervises, directs, coordinates and inspects work performed by Facilities Services Technicians by scheduling and assigning work using the District's maintenance management software and visiting jobsites to supervise and direct work in progress. Oversees all aspects of District building management including : Maintenance of heating ventilation and air conditioning equipment, maintenance of fire suppression systems, directing the design and construction of office space and cubicles, responding to intra-department requests pertaining to building maintenance and other miscellaneous issues. Administers a pro-active preventive maintenance program and record documentation of scheduled and unscheduled repairs to District property, facilities and equipment. Prepares written reports as requested reflecting scheduled work for each technician, backlog, staff out, scheduled meetings or training and work in process by outside vendors. Prepares Requests for Proposal for District projects including detailed project descriptions and scope of work; select contractors to bid on projects, review and compare bids and make recommendations to Facilities / Fleet Manager; schedule and supervise work assigned to outside contractors. Provides project cost projections by preparing detailed, line-item cost analysis for various projects using spreadsheets and charts for Facilities / Fleet Manager review. Assists the Facilities / Fleet Manager on annual recommendations for replacement of equipment and preparation of an annual operational budget. Participates in the selection, counseling, mentoring and training of staff; review and evaluate performance recommending promotions, disciplinary actions and merit increases. Communicates effectively with all levels of office / field employees, management, customers and vendors. Represent District in a professional manner. Ability to advise and provide interpretation to others on how to apply policies, procedures and standards to specific situations. Oversees the RV storage program to ensure proper record keeping and use of the RV space. Participates on process teams and internal / external committees and organizations. Complies with safety work-related practices and attend relevant safety training. Performs other related duties as assigned. Disaster Service Worker : In accordance with Government Code Section 3100, Irvine Ranch Water District employees, in the event of a disaster, are considered disaster service workers and may be asked to respond accordingly.

Education and Experience : Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be : Education : High school graduate or equivalent Experience : Ten (10) years of experience at the journeyman level in facilities services and construction trades, with at least 2 years in a lead / supervisory capacity. Knowledge of : Building systems and infrastructure, including HVAC, electrical, plumbing, lighting, and energy management systems; preventive and corrective maintenance programs; specialty equipment; workplace safety standards; and applicable building codes and regulations. Basic Windows based environment computer knowledge Ability to : Read and interpret schematics and technical drawings. Utilize maintenance management software. Communicate effectively both orally and in writing. Ability to communicate effectively with all levels of office / field employees, management and vendors. Represent District in a professional manner when dealing with outside contractors and agency officials. Advise and provide interpretation to others on how to apply policies, procedures and standards to specific situations. To add, subtract, multiply and divide, and calculate percentages, fractions and decimals. Ability to apply and interpret appropriate formulas and convert metric measurements and formulas. Use good personal judgment and discretion in performing all job functions.

Physical Demands : When working in the field, must possess the strength, stamina, and mobility to perform medium to heavy physical work; to sit, stand, and walk on level, uneven, or slippery surfaces; frequently reach, twist, turn, kneel, bend, stoop, squat, crouch, grasp, and make repetitive hand movement in the performance of daily duties; to climb and descend ladders; to operate various equipment and tools; to operate a motor vehicle and visit various District sites; and vision to locate utilities and read printed materials. Finger dexterity is needed to operate and repair tools and equipment. Employees must possess the ability to carry, push, pull, and lift materials and objects weighing 50 pounds, and up to 80 pounds with the use of proper equipment. All of this in various weather conditions (hot, cold, rainy) and environments, often exposed to wet muddy conditions. When working in an office environment, must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.

Environmental Conditions : Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road / traffic hazards, vibration, confining workspace, chemicals, mechanical and / or electrical hazards, hazardous physical substances and fumes, dust, and air contaminants. Employees also work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.

License / Certifications Required : Valid Class "A" California Driver's License. California Contractor's License preferred.
