Reports To : Chief Executive Officer

Supervises : All Special Police Officers

Pay Rate : $25.00 / hour (non-exempt, hourly)

Work Schedule : 4 hours / weekly (if decided to cover SPO shift - rate will be at $22 per hour)

ABOUT HOLBROCK ESTATES SUPPORTIVE HOUSING PROGRAMS

HolBrock Estates Supportive Housing Programs provide long-term, service-enriched housing for individuals with mental health diagnoses, disabilities, and other complex life challenges. Our mission is to support housing stability, empowerment, and safety in a structured, trauma-informed environment.

The HolBrock Estates Special Police Department is a critical part of this mission, ensuring safety and security for residents, staff, and facilities.

SUMMARY OF POSITION

The Special Police Officer Chief leads HolBrocks Special Police Department and serves as the organizations Safety Officer, responsible for department oversight, emergency preparedness, safety inspections, and compliance with CARF accreditation standards. The Chief ensures the legal operation of all Special Police Officers and fosters a safe, trauma-informed environment across HolBrock properties.

PRIMARY DUTIES AND RESPONSIBILITIES

Special Police Oversight

  • Supervise and direct all Special Police Officers
  • Maintain post orders, duty logs, and compliance records
  • Verify all officers maintain valid Maryland Special Police Commissions
  • Coordinate with Operations leadership for coverage and incident response
  • Serve as point of contact during safety incidents or external inspections
  • Provide in-person or remote leadership during emergencies

Safety Officer Responsibilities (CARF Compliance)

  • Maintain Safety Binder with :
  • Organizational safety policies

    Master grid of required safety activities

    Inspection forms and documentation of completed actions

  • Conduct and document quarterly self-inspections
  • Facilitate external inspections and present results to leadership
  • Track and archive inspection reports, minutes, and follow-ups
  • The Safety Officer will be responsible for maintaining the facility or organizational Safety Binder that contains all safety policies, a grid of scheduled and required safety activities, all forms for conducting and documenting safety activities, and completed documentation of all safety activities that include recommended areas of improvement and the date and details regarding the improvements completed.

    The Safety Officer will be responsible for obtaining and facilitating an annual external inspection, obtaining a copy of the inspection report along with the criteria used for the inspection (if not included on the inspection report), clarifying with the inspector all recommendations for improvement made on the report, placing a copy in the clinic safety binder, making a copy of the report for presentation, and reporting the results to the appropriate team, committee, and / or manager.

    The Safety Officer is responsible for completing a quarterly self-inspection and required documentation and submitting / presenting the reports to the appropriate team, committee, and / or manager.

    All self-inspection reports and correction activities will be reviewed by the appropriate team, committee, and / or manager, and noted in meeting documentation. The Safety Officer will report the results of the self-inspections, follow-up activities, and their recommendations for improvements to the appropriate team, committee, and / or manager to ensure the organization utilizes the information to increase the level of safety throughout its operations.

    The Safety Officer will maintain a record of all inspection documentation and reports, including recommendations and corrections made, and all meeting minutes that correspond with the specific inspection and resulting improvement activities.

    Emergency Preparedness Responsibilities

    The Safety Officer will be responsible for the following emergency preparedness activities :

  • Conducting and / or coordinating all required emergency drills.
  • Conducting drills in a manner and with the necessary precautions to not unduly disturb persons served or the ongoing provision of services.
  • Completing the appropriate Emergency Drill Reporting Form.
  • Educating and informing staff members following drills as to response patterns and improvements in responses.
  • Reporting the results of emergency drills and providing a copy of each report to the appropriate team, committee, and / or manager.
  • Utilizing management team recommendations and decisions, based on drill reports, to improve safety at the clinics.
  • Maintaining a record of all drills at each site in the Safety Binder.
  • Training and Education Responsibilities

    The Safety Officer will provide and / or coordinate initial and ongoing health and safety training for all employees. Within this role, cooperation with the organizations Human Resources Department and / or Training Designee will support the development of training materials, protocols, and documentation of completed safety orientation or ongoing safety training.

    The Safety Officer will receive training, supported by Freedom Healthcare, LLC and Lighthouse Behavioral Health Center, LLC, based on the assessed safety needs of the organization and the educational needs of the individual responsible for organizational safety.

    Emergency Preparedness

  • Plan and conduct regular drills (fire, lockdown, evacuation, etc.)
  • Document and submit Emergency Drill Reporting Forms
  • Debrief staff after drills and recommend improvements
  • Maintain full drill documentation per site
  • Training & Collaboration

  • Work with HR to ensure new and existing staff receive safety training
  • Deliver or arrange training sessions and distribute safety materials
  • Participate in professional development relevant to safety and policing
  • ADDITIONAL RESPONSIBILITIES

  • Respond to emergency or safety incidents after hours as needed
  • Attend leadership meetings and safety planning sessions
  • Represent HolBrock Estates during inspections, surveys, or accreditation reviews
  • Contribute to emergency policy development and revisions
  • REGULATORY COMPLIANCE

  • Participate in CARF and state licensing inspections (e.g., OHCQ, CSA)
  • Prepare and present documentation related to safety and policing
  • Provide requested materials to surveyors and assist in corrective actions
  • Maintain all required documentation in an organized and accessible format
  • PHYSICAL AND WORKING CONDITIONS

    Physical Requirements :

  • Extended walking, standing, stair climbing
  • Ability to lift up to 30 lbs
  • Driving between multiple sites
  • Working Environment :

  • Indoor / outdoor settings at residential facilities
  • High-stress or crisis-related situations may occur
  • Frequent interaction with individuals facing behavioral or mental health challenges
  • REQUIRED QUALIFICATIONS

  • High school diploma or GED (Associates or Bachelors preferred)
  • Active Maryland Special Police Commission
  • At least 5 years experience in law enforcement or security
  • Minimum 2 years supervisory / administrative experience
  • CPR / First Aid certified (or willing to obtain)
  • Must pass background check and drug screening
  • Familiarity with CARF standards preferred
  • Valid drivers license and reliable transportation
