Job description

Senior Contracts Manager

The Senior Contracts Manager is responsible for activities that span the entire procurement life cycle, including but not limited to : cradle to grave prime contract and subcontract administration with a focus on negotiation of terms and conditions and price of prime contracts and subcontracts agreements, assisting in proposal development activities, negotiating non-disclosure agreements (NDAs) and teaming agreements (TAs), preparation of solicitation packages to subcontractors, evaluation of subcontractor proposals, price analysis, negotiation of terms and conditions, subcontract administration, issue resolution, and closeout activities. The candidate must have a current Top Secret Clearance with SCI Eligibility.

Responsibilities include :

  • Conduct entire lifecycle of Contract Administration, including but not limited to review of Government and commercial solicitations and provide questions / risk assessment, participate in color reviews, submittal of proposal, primary liaison for CSCI to customer Contracting Officer, review award, conduct day-to-day contract administration of contracts, and closeout.
  • Ability to implement initial and monitor CAS coverage.
  • Support Business Development and Program Managers in the development of proposal(s).
  • Ensure all federal, state and commercial contracts are administered and monitored to maintain compliance with the terms of each agreement.
  • Negotiate NDAs and TAs.
  • Create moderate to complex RFP solicitation responses in accordance with Customer / Government and Company requirements.
  • Sources, solicits, and evaluates supplier proposal responses.
  • Develops pricing for solicitation responses.
  • Conducts price and cost analysis.
  • Negotiates and administers various types of subcontracts with differing complexities.
  • Acts as the primary interface between Contracting Officers and / or Subcontractors and the Company program personnel.
  • Regularly interacts with program management, contracts, finance, business development, and with customers, as required.
  • Effectively deals with subcontractor management regarding prime contract and subcontract issues of varying degrees of complexity and strives to work towards resolution.
  • The job duties are flexible and subject to change depending upon operational needs.

Skills - Minimum of 12 Years Experience Required Qualifications :

  • US Citizenship is required.
  • Bachelor's degree (advanced degree desired) or equivalent experience
  • 10-15 years of related experience in government contracts within the DoD environment as well as commercial procurement instruments are required.
  • Current Top Secret Clearance with Sensitive Compartmented Information (SCI) Eligibility.
  • Proficient in Deltek Costpoint.
  • Working knowledge of the FARs and DFARs as well as commercial best practices.
  • Working knowledge of Other Transactional Authorizations (OTA).
  • Working knowledge of Contractor Purchasing System Review (CPSR) compliance requirements.
  • Working knowledge of commercial contracting.
  • Knowledge of legal requirements involved in contracts.
  • Successful track record of managing a variety of Prime contracts as well as Subcontracts.
  • Strong organizational, written, and oral communication skills.
  • Must be able to work independently, establish priorities, and meet deadlines with minimal supervision.
  • Successful track record of interfacing with internal and external customers, other functional support staff, and suppliers.
  • Ability to multitask and work in a fast-paced environment.
  • Proficiency with MS Office products.
  • Well-developed analytical, diagnostic, and problem-solving skills.
  • Excellent organizational and customer service skills.
  • Ability to creatively approach and solve problems.
  • Must have strong written and verbal communication skills and be willing to actively communicate with co-workers, program and corporate leadership, and clients, which may involve delivering presentations.
  • Ability to teach and mentor junior staff.
  • Equivalent work experience to a B.A. or B.S. is an additional 6 years of work experience.
  • Preferred Qualifications :

  • CCCM, CFCM, CPCM, or other relevant credentials.

    Minimum Clearance : Applicants are required to have, at a minimum, a TOP SECRET (TS) clearances with Sensitive Compartmented Information (SCI) eligibility based on a Single Scope Background Investigation (SSBI) completed within the last 5 years.

    Compensation

    Compensation at CSCI is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. While monetary compensation is important, it's just one component of CSCI's total compensation package. Salary Range $115,000 - $190,000 / Yr
