Job description

Government Operations Consultant III - 48007320

This position is a professional accounting position working in the Division of Blind Services (DBS) Fiscal Office within the Bureau of the Comptroller at the Florida Department of Education (FDOE). The incumbent must be able to process payments correctly / timely.

Duties & Responsibilities :

  • Receives and audits checks for the Bureau of Business Enterprise (BBE) program.
  • Reconciles and audits electronic payments (ACH) for the BBE program.
  • Performs daily reconciliation with Bank of America for accurate set a side payment submission by BBE operators.
  • Prepare daily bank deposits for the checking account at a local bank which includes commissions, set aside and miscellaneous.
  • Prepare bank deposits for the State of Florida Treasury account, which consists of refunds and / or donations, by BBE and the division. Process for State Comptroller's Office.
  • Prepare financial coding needed for entering all transactions into the Florida Accounting Information Resource (FLAIR).
  • Prepare check request and checks for payment on local bank account. Obtain approval from the Accounting Supervisor and get all checks signed by two authorized people. Mail checks to vendors once completed. Enter all checks into FLAIR.
  • Maintain Quicken Database and assist with monthly bank statement reconciliation as needed.
  • Record and maintain the Working Capital database regarding financial changes for BBE operators.
  • Record all revenues into FLAIR for accounts receivables, Treasurer's receipts; BBE set aside funds, warrant cancellations and other refunds by TR 30, TR 33, and TR 96.
  • Prepares and sends letters to BBE vendors regarding their financial files, and maintain all files related to the BBE program.
  • Prepare check request from BBE for increasing vendor working capital or inventory by TR 51.
  • Communicate daily with vending operators or regional managers regarding financial or reporting concerns.
  • Process, audit and reconcile invoices for payment against purchase orders through MyFloridaMarketPlace (MFMP).
  • Audits, codes, and processes all MIT's pertaining to phone bills, Department of Management Services (DMS) and FedEx.

  • Knowledge of accounting principles, practices, and procedures.
  • Knowledge of the methods of data collection.
  • Ability to prepare financial statements and reports.
  • Ability to design and implement accounting systems.
  • Ability to prepare and maintain a variety of accounting records.
  • Ability to analyze and interpret accounting data.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to an accounting program.
  • Ability to plan, organize, and coordinate work assignments.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.

  • Ability to utilize problem-solving techniques.
