This is highly responsible professional engineering and supervisory work involving transportation engineering, right of way permitting, data management, and departmental and interagency collaboration.
Nature Of Work
The Smart Mobility Division Chief Engineer leads Transportation System Management and Operations (TSMO) through SMART City strategies and Right of Way (ROW) Permitting. This role is responsible for GIS and data management; strategic planning, design, and implementation of mobility infrastructure in collaboration with traffic operations; and Maintenance of Traffic (MOT) coordination to ensure safe and efficient travel throughout the city. Work is reviewed while in progress and upon completion through observations and results obtained.
Examples of Duties
Lead the planning, design, and construction of traffic signals and ITS devices.
Evaluate emerging technologies such as connected vehicle infrastructure, edge computing, and AI-based traffic control for future deployment.
Integrate TSMO principles into infrastructure projects, including adaptive signal control, multimodal prioritization, and active traffic management.
Manage the ROW permitting team which includes Maintenance of Traffic (MOT) plans for construction, special events, and emergency operations to ensure minimal disruption of travelers and safety compliance.
Ensure compliance with federal, state, and local regulations, including MUTCD and IMSA standards.
Collaborate with the Chief of Operations to align infrastructure capabilities with operational goals and data systems.
Work in preparation, response, and recovery activities related to declared emergencies, possibly including hurricane, tropical storm, pandemic, or other emergencies.
Exercise supervision over professional and technical personnel; assign work, set priorities, and define procedures to facilitate completion; completes performance evaluations on subordinates; recommend personnel actions such as discipline, demotions, suspensions, and dismissal.
Perform related work as required.
Knowledge, Skills & Abilities
Extensive knowledge of : principles and practices of transportation engineering, TSM&O, and SMART Cities strategies and initiatives; and Right of Way management for utility coordination, construction, and special events.
Considerable knowledge of : engineering and administrative management procedures, practices, and methods; knowledge of federal and Florida Department of Transportation (FDOT) design standards, guidance, and reference materials.
Ability to : supervise the work of personnel engaged in a variety of technical and engineering assignments and draw sound conclusions.
Physical Requirements
Mostly sedentary, indoors, requires extended use of computer, typing and viewing a monitor.
Minimum Qualifications
Graduation from an accredited college or university with a Bachelor of Science degree in transportation, civil, or electrical engineering; with eight (8) years of progressively responsible experience in traffic / transportation engineering systems with the ability to demonstrate project-specific experience with Intelligent Transportation Systems (ITS), Transportation Systems Management and Operations (TSM&O), and / or SMART Cities Initiatives, Extensive Project Management and at least one (1) of year supervisor experience is preferred.
Licenses or Certifications
Registration as a Professional Engineer in the State of Florida or Professional Engineer registration from another state and the ability to obtain Florida registration within six (6) months of employment.
Possession of a valid Florida driver's license required.
Examination
Evaluation of education and experience. Drug testing is included in all pre-employment processing.
Comments
During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
