Realty Specialist
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for shortage category and / or critical need positions to recruit and appoint qualified candidates to positions in the competitive service. Serves as Realty Specialist with assignments primarily focusing on Management and Disposal actions within leasing and acquisition duties as assigned. Responsibilities include preparing real estate out-grants, negotiating drafts and distributing out-grants, coordinating with multi-disciplinary teams, examining and analyzing public records, furnishing technical advice, representing the division in meetings, negotiating and preparing disposal actions, and maintaining accurate records.

Conditions of Employment : In order to qualify, you must meet the education and / or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs and other organizations. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Specialized Experience GS-09 : One year of specialized experience which includes implementing real estate principles, planning and completing real estate transactions, participating in compliance inspections, and applying regulations and real estate law to grant interests in land or facilities. OR Education : Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree. OR Combination of Education and Experience : A combination of education and experience may be used to qualify for this position.
Specialized Experience GS-11 : One year of specialized experience which includes applying knowledge of real estate market, negotiating the terms and conditions of out-grants, reviewing completed work products, and conducting in-depth analysis and evaluation of unique and conflicting issues. OR Education : Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. OR Combination of Education and Experience : A combination of education and experience may be used to qualify for this position.
Time in Grade Requirement : GS-09 : 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Time in Grade Requirement GS-11 : 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Foreign Education : If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program.
