Business Operations Support Lead

For more than 45 years, Children's Council has been the heart of child care and early education in San Francisco, advancing the belief that high-quality child care can transform lives and communities. Our more than 120 team members help families navigate their child care and preschool options and secure financial assistance to pay for it. We provide home-based child care businesses with the training and resources to succeed. Through a wide range of free programs and workshops, we support parents and caregivers as they build child development skills. As the city's second-largest nonprofit contractor, with an annual budget of over $210 million, we are a major stakeholder in the child care system. We educate the public and advocate for increased investment in early education at the local and state level. If you are a child care champion, we want you on our team.

Position Summary :

The Business Operations Support Lead is central to our ability to build and maintain excellent relationships with ECE programs to ensure that we have comprehensive profile information for all licensed ECE programs in San Francisco. Supported and assisted by the Manager, they will collect, report, and supports the improvement of data accuracy within and across team; coordinate program activities related to payment, enrollment, and data system supports in accordance to program and organizational goals; support the Manager to streamline supports, and reduce barriers to participation in the child care subsidy system.

Primary Responsibilities :

  • Facilitate conversations on behalf of the team with ECE agency and educator eligibility determination; and ongoing benefits maintenance / payments.
  • Support efforts to seek out relationships with new and existing licensed ECE programs, in order to convey the value of sharing data with Children's Council to market their services to families.
  • Serve as point of contact for general ECE program inquiries, while consulting with the Manager when decisions are needed.
  • Along with the Manager, stay abreast of regulations, policies, the use of city and state data systems, the management of applicable systems, and best practices to support staff in decision-making.
  • Provide daily support of team's service outputs (this includes client program eligibility status, payments, program compliance, and customer support).
  • Collaborate regularly with the finance team to improve procedures and process fiscal payments to ECE programs.
  • Support the Business Operations Support Manager to identify and report gaps in services to the ECE community and collaborate with community partners to improve or expand supports.
  • Prepare timely, accurate data reports related to quality assurance, audits, or other needs as required.
  • Maintain organization-wide knowledge of Children's Council's services for ECE programs; maintain communication that effectively convey our services and play a key role in efforts to continuously improve services through innovation and increasing efficiencies or outputs.
  • Work with the Manager to make suggestions on the design and implementation of cross-system comparisons for data improvement in collaboration; and support efforts to identify data issues and coordinate with other departments to troubleshoot and find resolution.
  • Be a thought partner to the Manager as they review and improve current data collection processes, and reports to funders and other stakeholders.
  • Support Business Operations Support Manager by ensuring service delivery aligns with organizational and department goals.
  • Will perform other duties as needed.
  • Required Qualifications :

  • Ability using analytical, reporting, and systems-improvement processes.
  • Possess the capability to learn and master program administration and critically analyze information from a variety of sources.
  • Must have intermediate computer skills (specifically Excel), systems and technological acumen.
  • Strong interpersonal, collaborative and communication skills; must have the ability to work effectively with a diverse group of peers, staff, and community partners.
  • Ability to work independently, adhere to priorities and meet multiple deadlines.
  • Ability to work well in an administrative capacity with emphasis on number accuracy, hard deadlines, and internal systems administration.
  • Commitment to social justice, empowerment of families and child care providers.
  • A background clearance is required.
  • Physical Requirements :

  • Manual dexterity to use a telephone, computer, and other office equipment.
  • Ability to hear and understand speech and conduct conversations on the phone.
  • Mental acuity to perform the essential functions of this position in an accurate and timely fashion.
  • Background Check :

    COVID Policies :

    All staff are required to be fully vaccinated (barring application for medical or religious exemptions). Wearing masks in the office is optional for our staff.

    Hybrid Work :

    We have adopted a hybrid working model and currently require employees to be present in the office at least 3 days per week, with the option to work 2 days per week remotely. There are a few roles where the hybrid schedule is not conducive. Similarly, there are a few positions that operate 100% remotely.

    All applicants should be comfortable with both the remote and in office scenarios.
