Position Description

Under the direction of the Assistant Director of Operations, the Emergency Management Operations Administrator (Working Title : Planning Coordinator ) will support a wide range of emergency management functions across operational planning, crisis coordination, internal contingency planning, governmental preparedness, and project management. This position will be responsible for leading a variety of emergency- and disaster-focused operational planning activities across City departments and agencies, to bolster the City of Minneapolis preparedness for, and ability to respond to, large-scale emergencies and disasters. This position will also lead internal and inter-jurisdictional engagement on a range of policy and operational issues related to emergency management.

In addition to coordination-focused duties, this position will serve in the Emergency Operations Center, as needed, and rotate as an on-call Watch Officer, and lead on a various projects related to preparing the entire Minneapolis community for disasters, including supporting on developing data-driven assessment of community vulnerability across Minneapolis. This position will bolster EMD's operational planning and crisis coordination capacities to advance EMD's mission of building resilience and operational readiness across the City of Minneapolis.

FUNDING

This position is grant-funded with funding secured on an annual basis : renewal of the grant will be continually sought.

WORK LOCATION

This position may qualify for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

The City of Minneapolis does not sponsor applicants for work visas.

Job Duties and Responsibilities

  • Lead and coordinate City-wide and inter-jurisdictional operational planning initiatives that support the City and EMD's emergency preparedness, response, and community resilience goals.
  • Develop and maintain concise, actionable, operational emergency plans for the City of Minneapolis, working collaboratively with a broad array of stakeholders from various levels of government and the City's diverse community landscape.
  • Lead strategic engagement with other city, county, state, and community stakeholders on behalf of EMD, including the creation and coordination of appropriate messaging, policy positions, memoranda of understanding, contingency agreements, and other documents as assigned.
  • Develop and implement internal and external communications and outreach strategies that inform and engage elected officials, City staff, community partners and the public to advance Citywide emergency preparedness, response coordination, and resilience goals.
  • Anticipate Citywide emergency preparedness and response needs and prepare analyses, briefings, and documents as required to respond to those needs.
  • Coordinate written information-including briefing papers, talking points, and FAQs-for executive leadership in coordination with EMD leadership, and provide information that helps prepare senior leadership for public events and speaking arrangements.
  • Serve as a primary resource for EMD for external emergency response stakeholders to inform planning, strategy development, and emergency response operations.
  • Serve as project manager for a variety of efforts related to community preparedness and response for disasters and large-scale emergencies in Minneapolis, with a particular focus on preparing communities within the State's most vibrant and diverse City.
  • Serve as an on-call City Watch Officer with delegated authority, in rotation with other qualified personnel, using command-level judgment about the need for and scope of any City response to observed threats or hazards, determine and establish appropriate organizational coordination, including virtual or physical emergency operations center, activate resources from within and outside the City, and direct execution of the response / coordination plan.
  • When needed, serve in the Emergency Operations Center in a position that may supervise employees and contractors as assigned, including but not limited to standard Branches, Divisions, Groups, Units, and Technical Specialists as defined by the National Incident Management System.
  • Share operational emergency preparedness practices related to external threats and hazards and advise staff and external stakeholders as to appropriate pre-response and response actions.
  • Analyze, interpret, and implement regulatory, statutory, and policy guidance and mandates as they apply to emergency management operations, and communicate with State and Federal governments to evaluate and assess community preparedness against requirements and / or guidance.
  • Responsible for developing policy papers, reports, standard operating guidelines, ordinances, and legislation.
  • Anticipate future disasters and take preventive and preparatory measures to build disaster-resistant and disaster- resilient communities.
  • Use sound risk management principles (i.e., hazard identification, risk analysis, and impact analysis) in assigning priorities and resources related to community operations for preparedness.
  • Analyze and report on emergency preparedness capabilities, program effectiveness, and operational coordination outcomes across the department.
  • Develop and implement new initiatives to maximize effectiveness and efficiency in pursuit of departmental, City, regional, State, and Federal objectives.
  • Research and analyze emergency management policy options, make recommendations, and assist in the implementation of selected options.

Required Qualifications

MINIMUM QUALIFICATION

Bachelor's Degree in Emergency management, Public Safety, Business or Public Administration, or Equivalent.

MINIMUM EXPERIENCE

Five years of experience performing similar duties in a public or private administration setting.

EQUIVALENCY

An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

SELECTION PROCESS

The selection process will consist of one or more of the following steps : a rating of relevant education and experience (100%). Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

BACKGROUND CHECK

The City has determined that a criminal background check and / or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and / or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

DRUG AND ALCOHOL TESTING

All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

ELIGIBLE LIST STATEMENT

The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire three (3) months after it has been established.

INTERVIEW SELECTION

Knowledge, Skills and Abilities

  • Demonstrated experience managing or leading multi-stakeholder coordination efforts within a bureaucratic setting in crisis, disaster, or emergency settings.
  • Extremely strong, diplomatic, and tactful communications skills, both written and verbal, with significant demonstrated experience navigating multiple viewpoints and forging consensus in fast-pace and high-pressure environments.
  • Experience representing organizational equities in multi-stakeholder calls and meetings.
  • Experience briefing and preparing senior government, non-profit, and / or private executive leadership for internal and external speaking engagements and strategy meetings.
  • Emergency Management Training Certification from the state of Minnesota and / or Certified Emergency Manager through the International Association of Emergency Managers or equivalent or the ability to achieve it in a reasonable time.
  • The ability to achieve a Certificate of completion of Incident Command System 100, 200, 300 and 400 or Minnesota equivalent in a reasonable time.
  • Strong knowledge of emergency management operations, logistics, finance or administrative practices, laws and statutes at the federal, state and local level.
  • Ability to executive judgment, sometimes based on limited information and limited time, when to commit or hold resources to mobilize escalate or demobilize emergency operations or facilities such as the Emergency Operations Center.
  • Ability to work effectively with and within the diverse communities that reside, and work in the City.
  • Ability to manage, coordinate and implement programs with staff from multiple departments and businesses. Interacts with management of other departments and division to accomplish goals.
  • Ability to develop long range plans and programs and the ability to look for ways to proactively accomplish goals and objective through planning, process improvement and innovation.
  • Knowledge and ability in the development and use of new technology and systems.
  • Extensive knowledge in the practices and principles of Emergency Management and interest or experience in emergency response.
  • Strong and effective communication skills, with the ability to articulate a point or opinion, listen to feedback and incorporate other points of view; ability to build effective working relationships with a broad base of potential partners.
  • Ability to effectively react to situations that require immediate attention and tactical or strategic response. Experience working in matrix organization across functional or disciplinary boundaries.
  • Ability to implement plans procedures and processes during an emergency event. Ability to write clearly and succinctly in a variety of communication setting and styles.
