DPWES provides award-winning solid waste collection services for approximately 45,000 homes, operates a transfer station and landfill, regulates solid waste services, and leads sustainability initiatives to promote zero waste goals for Fairfax County. DPWES Solid Waste is a diverse work force of approximately 300 merit and 50 non-merit employees and has an annual operating budget of more than $100M. Our nationally-recognized team of professionals are working together towards a singular goal : providing environmentally-responsible and cost-effective management of municipal solid waste, keeping Fairfax County safe, green, healthy, and clean.

This position reports to the Fairfax County Government Center, 12000 Government Center Parkway Suite 458, Fairfax VA 22035.

Responsibilities include :

Under the direct supervision of the Sustainability Program Manager, this position oversees the Solid Waste Management Program (SWMP) outreach and sustainability efforts.

Coordinates the development and implementation of sustainability programs within SWMP that focus on waste reduction, diversion, and education / outreach.

Develops new and innovative projects and strategies to transition existing projects towards sustainable programs.

Oversees the planning, execution, and monitoring of sustainability projects and programs and ensures they are completed on time, within scope, and within budget.

Coordinates with cross-functional teams to integrate sustainability initiatives across the organization, as well as presents data-driven recommendations to support sustainability goals and drive strategic decision-making.

Develops and implements data collection protocols to gather relevant sustainability metrics and conducts in-depth analysis to identify trends, correlations, and areas for improvement.

Responsible for proper and timely coordination, presentations, and communication of program-related matters with stakeholders.

Engages in safe working practices and complies with SWMP safety programs and guidelines. Acts as an advocate and ensures that proper safety protocols are followed when performing tasks. Complies with the DPWES Safety Competencies.

Responsible for following all applicable procurement policies and procedures.

Note : The assigned functional areas for this position include Environmental Sustainability and Solid Waste Management.

Independently designs, develops, and coordinates ongoing department programs and special projects;

Performs a wide range of professional-level management work for more than one broad administrative function including complex analysis and diverse project management in a lead capacity;

Coordinates and manages the work of administrative, para-professional, and / or professional-level staff in the day-to-day activities of selected projects. Plans, organizes, and coordinates changes to the policies, procedures, or processes related to multiple administrative functions (financial, procurement, budget, human resources, contract or grants administration, information technology systems, etc.);

Plans and conducts or oversees studies or research activities to ensure program quality, determine unmet needs or ensure efficacy of existing programs;

Provides guidance, recommendations, and advice to departmental managers;

Serves on committees, task forces, and management teams to evaluate the effectiveness and efficiency of existing management / administrative systems;

Writes, edits, and finalizes reports and presentations and presents findings and recommendations to department senior managers.

Required Knowledge Skills and Abilities

Knowledge of the principles, practices and techniques governing management, organization, operations and programmatic services;

Ability to identify possible solutions for solving business problems;

Ability to evaluate proposals and solutions in terms of benefits, costs, and overall impact on the project, program, or organization;

Ability to make oral presentations to department management, other departments, or the public;

Ability to write detailed, accurate reports, grants, or solicitations for pertinent areas of administration;

Ability to use word processing and presentation software to prepare documents, and to use spreadsheet and statistical analysis software packages to store, manipulate, analyze and present data;

Ability to supervise and train staff;

Ability to lead assigned employees, including delegating and reviewing work assignments, providing coaching and guidance, monitoring and evaluating performance, and supporting training and development planning.

Employment Standards

MINIMUM QUALIFICATIONS :

Any combination of education, experience, and training equivalent to the following :

Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; plus four years of professional work experience with in the functional area.

CERTIFICATES AND LICENSES REQUIRED :

Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS :

The appointee to the position must satisfactorily complete a criminal background check and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS :

Three or more years of experience in zero waste or environmental sustainability program or project management;

Three or more years of experience collecting / analyzing data and reporting on statistics;

Three or more years of experience in policy updates and development, budgets, and project management;

Five or more years of experience utilizing Excel, PowerPoint and Word.

PHYSICAL REQUIREMENTS :

Ability to input, access, and retrieve information from a computer. Ability to lift up to 25 lbs. without assistance. Ability to operate a vehicle. Ability to perform repetitive hand, arm, wrist and shoulder movements. Ability to stand, stoop, bend, stretch, walk, climb, sit, kneel, crouch, reach, and crawl. Ability to work in adverse weather conditions and temperatures. Manual strength and dexterity needed to lift and handle heavy materials. Work requires performing tasks in an environment in which raw waste is present. All duties performed with or without reasonable accommodations.
