BACKGROUND
The Calhoon MEBA Engineering School (CMES) is a private continuing education facility that provides Maritime training and licensing advancement courses to licensed engine officers, deck officers, and unlicensed maritime ratings. The CMES Training Plan (trust) is funded by US Flag Shipping Companies contracted with the Marine Engineers’ Beneficial Association (MEBA) to provide licensed marine officers and ratings to operate their vessels. The CMES Training Plan Board of Trustees (BOT) provides oversight and management of the Training Plan to ensure compliance with Department of Labor regulations. The BOT is composed of representatives from both employers and labor. CMES’s primary focus is training MEBA Members for regulatory training requirements and mariner licensing renewal and upgrading. CMES additionally conducts training for other maritime industry partners, including members of the Armed Forces.

The CMES mission to provide each of today's professional marine engineers, deck officers, and related industry professionals with internationally recognized, state of the art training and experience that enhances the safety, reliability, and profitability of their vessels and equipment, while preserving and protecting the natural environment.
POSITION SUMMARY
The Academic Dean will be responsible for overseeing and managing the day-to-day operational, technical, and organizational matters related to the academic instruction provided at CMES. This includes developing, implementing, and monitoring policies, procedures, and standards to ensure that academic instruction is carried out by qualified instructors with curriculum that is consistent with applicable governing authority requirements.
The Academic Dean must have maritime engineering experience and a good understanding of the requirements of the International Maritime Organization (“IMO”) and the International Convention on Standards of Training, Certification, and Watchkeeping for Seafarers (“STCW”), and how such requirements apply to maritime training. Maritime instructional experience is preferred but not required, but it is expected that the Academic Dean will have the necessary skills to instruct basic courses.
The Academic Dean position is a working management position that must effectively schedule, direct, and assume overall responsibility for supervision of approximately 45 full time, adjunct and contract instructors. The Academic Dean must effectively set goals for, direct and motivate instructors. The Academic Dean must work closely with curriculum developers to ensure CMES training complies with applicable governing authority requirements. The Academic Dean is also expected to interact professionally with students, employers, professional advisors, and colleagues at all levels both inside and outside CMES.
RESPONSIBILITIES
Oversees and monitors the day-to-day operations of the CMES academic programs.
Collaborates with and works closely with the Executive Director to provide management and strategic
planning support with respect to the CMES academic programming and services.
Recruits, supervise, and evaluate full-time and adjunct academic instructors to ensure appropriate staffing for CMES academic programming.
Manages budget for academic programming and related operational costs.
Works with the Executive Director to draft government contract proposals.
Works with the Executive Director to identify and write grant proposals.
Communicates regularly with applicable regulatory agencies to ensure CMES curriculum is compliant with applicable requirements.
Prepares routine and periodic management reports related to CMES academic programming
as directed by the Board of Trustees or the Steering Committee.
Maintains, or directs staff to maintain, necessary records in accordance with all CMES, local, state, and
federal regulations.
Serves as back-up to the Executive Director when he or she is out of the office.
Manages routine and special projects and ensures timely completion.
