Job description

This position is located at the DMV Headquarters in Sacramento.

Do you have a passion for digital services insights and trends? DMV's Information Systems Division (ISD) is seeking a motivated technology-forward-thinking Information Technology (IT) Analyst / Developer to be a part of a dynamic team that serves in the Industry Services Group. The successful candidate will be responsible for enhancing the quality, reliability, user experience, and access to DMV technology products. As an IT Specialist II, you will be instrumental in interpreting technology and / or business problems and formulating and presenting solutions to stakeholders. IT Specialist II is responsible for analysis, design, application development, and documentation. IT Specialist II possesses a good practical technical knowledge base, which includes emerging "cutting-edge" technologies. Under the general direction of the Information Technology Manager I, the Information Technology Specialist II will perform duties related to Software and System Engineering, including, but not limited to software development, product management, and solution design. The Information Technology Specialist II is responsible for designing, developing, and maintaining applications in the VR Support Group. Join our team to lead the innovation and digital technology. Working Conditions

Part-time telework available. Telework requires California residency. This position offers hybrid telework opportunities; however, telework arrangements are subject to change at any time based on State & departmental operational needs. Employees may be required to report to the office as necessary.

Works in an office setting in artificial light and temperature control. Sits in a cubicle, primarily sedentary for extended periods of time. Operates a personal computer / laptop, telephone, copier, and other office equipment. Incumbent gives presentations and participates in meetings, conferences and workshops. Communicates with internal and external customers via e-mail, telephone, in person or virtually. Attends meetings on HQ campus and off campus. DMV operates 24x7. The incumbent may be required to carry a work cell phone and laptop. There may also be times when the incumbent is required to attend an out of town conference, or work evenings and weekends to maintain project schedules.

    The Department of Motor Vehicles (DMV) is a recognized leader in public service and has existed for over 100 years. The DMV is responsible for registering approximately 36 million vehicles in California, and serving 34 million driver license and identification card holders, collecting over $14 billion in annual revenue. The DMV also maintains and oversees many other functions. The DMV provides quality licensing and motor vehicle-related services in its field offices located throughout California and online at www.dmv.ca.gov

    Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate :

    Knowledge of current industry standards, best practices, and trends related to the software development lifecycle. Knowledge of the principles, methods, and procedures for designing, developing, optimizing, and integrating applications and systems in accordance with best practices. Knowledge of architecture, processes, programming, design, applications, and data environments, to implement the department's most complex projects and initiatives. Ability to develop and maintain standards and procedures to support and ensure consistency during the development, implementation, and maintenance of applications and systems. Ability to analyze needs and product requirements to create functional application and system designs. Ability to monitor and review software development activities to ensure compliance with specifications, requirements, and standards. Ability to serve as technical expert for application and system development. Desirable Qualifications :

  • Advanced programming skills / experience,
  • Degree in Information Technology, Computer Science, or a closely related field
  • Knowledge and experience in cloud computing environments like Salesforce, AWS, Mulesoft, Postgres, SnowFlake, and Build tool like Capado or similar technologies
  • Excellent research, analytical, and troubleshooting skills
  • Experience working in Agile methodology and using Application Lifecycle Management tool such as HP ALM Octane or similar
  • Documented experience executing test plans for system upgrades and / or release
  • Strong written and verbal technical and non-technical communication skills
  • Ability to demonstrate strong organizational and time management skills
  • Ability to work independently and in a team environment
  • Knowledge of the Legacy : Mainframe technologies such as MainFrame, Assembler, COBOL, DB2
