OVERVIEW

The Shasta-Tehama-Trinity Joint Community College District (Shasta College) sits at the northern end of the Sacramento Valley, surrounded by mountains to the north, east, and west. The area provides a wide array of outdoor amenities and activities with miles of hiking and biking trails, national parks, two lakes, and the Sacramento River. The main campus is located in the city of Redding, population 90,000. DESCRIPTION OF BASIC FUNCTIONS AND RESPONSIBILITIES

The Payroll Supervisor plans, organizes, directs and supervises all payroll and retirement activities and functions for the District. The Payroll Supervisor ensures compliance with all District, State, and Federal policies, procedures and requirements related to payroll and retirement. This position requires leadership and management of employee experience and is responsible for assigning, evaluating and coaching employees under their direct and indirect supervision. This job class exercise responsibility for the planning, assigning, and supervising of all classified and confidential positions within the payroll department. Employees in this classification receive minimal supervision within a framework of laws, regulations, policies and procedures. The job class functions at a full supervisory level, is overtime exempt, and requires effective organization, problem-solving and decision-making skills. CLASSIFICATION : Range 30 on the Administrative Salary Schedule, 40 hours per week, 12 months per year. Work assignment hours are 8 : 00 a.m. - 5 : 00 p.m., Monday through Friday. This a classified administrator position with a default CalPERS retirement.

Essential Functions :

  • Plans, schedules, and manages the activities of payroll which includes responsibility for the payment of, accounting for, and reporting of employee payroll and retirement contributions consistent with critical District and statutory requirements, timelines, and reporting obligations.
  • Manages and oversees the workflow of payroll and retirement operations to ensure timely outcomes, optimal efficiency, and maintenance of high standards of customer service.
  • Oversees and manages payroll system processing, configuration, security, and works closely with IT to resolve any system issues.
  • Assists with District, Audit, Local, State and Federal Reporting as needed.
  • Identifies system configuration issues and develops requirements / specifications
  • for new and enhanced payroll and retirement system functionality and modules; confers with information technology staff on design, configuration, and functionality issues; directs user testing of system changes.
  • Tracks, analyzes and provides guidance on Federal, State and Local laws and regulations involving payroll and retirement programs.
  • Collaborates with Human Resources and IT to streamline processes and create efficiencies while maintaining compliance.
  • Creates payroll and retirement reports as requested.
  • Communicates and informs all employees of payroll and retirement legal changes to all employees.
  • Maintains system controls for safekeeping all employees and sensitive information received and stored in payroll including electronic and hard copies.
  • Ensures all employees working in the payroll department complete FERPA and HIPPA training.
  • Provides training to employees and departments related to payroll, taxes and retirement contributions.
  • Assists in developing and implementing new or revised District payroll policies and procedures; assures the preparation of regular and special payroll reports and review for accuracy and compliance; prepares a variety of detailed and complex analytic and informational reports.
  • Assists with internal and external audit processes by providing documents and other payroll-related reports upon request; responds to audit findings, and implements procedural changes recommended by auditors.
  • Assists in developing and implementing controls for fiscal accountability; assists administrators and other District personnel with District business processes.
  • Establishes and maintains recordkeeping for all payroll functions and activities and manages electronic document file cabinets.
  • Reviews and approves purchase orders, employee leave requests, and employee time cards.
  • Plans and organizes tasks for maximum effectiveness and efficiency; coordinates assignments with staff; assigns work to facilitate the continuous workflow of the payroll office.
  • Develops and maintains a cross-training program for accounting staff to ensure appropriate coverage and back-up for all functions within Payroll.
  • Assists in selecting permanent staff; training, developing, supervising, and evaluating assigned personnel; recommending disciplinary action as necessary; providing technical direction and guidance, resolving technical problems and / or procedural questions; monitoring and reviewing staff work for accuracy and compliance with district policies, practices and procedures; preparing written performance evaluations regarding subordinates; and counselling and advising staff as needed.
  • Establishes and maintains professional working relationships with management and staff in all District departments and division and a wide variety of external stakeholders.
  • Participates on District committees and provides support to workgroups as needed.
  • Oversee payroll accounting functions, including reconciling payroll clearing accounts, verifying contributions and deductions (e.g., taxes, retirement, benefits), and ensuring accurate general ledger postings in compliance with financial policies and deadlines.
  • Performs related duties as assigned.
  • Knowledge of :

  • Ability to :

  • Research and analyze information and data, make recommendations, and prepare and present clear and concise reports.
  • Operate standard office equipment and computers and learn and use software applications such as Microsoft Office programs, Access, Colleague, Excel, and other programs.
  • Establish, organize, and maintain confidential files and records.
  • Provide guidance and direction on a wide variety of employment-related and payroll compliance matters.
  • Establish and maintain cooperative and effective working relationships with others, including those from diverse academic, socioeconomic, cultural, ethnic, and disability backgrounds.
  • Interpret and apply applicable federal, state, and local laws, policies, and regulations.
  • Manage numerous assignments with close attention to detail, schedules, and deadlines simultaneously.
  • Read, write, and perform mathematical calculations at the level required for successful job performance.
  • Performs related similar to the above in scope and function.
  • Experience / Education

    Education Required :

  • Bachelors degree from an accredited institution with a major in accounting, business or public administration, or related business field or the equivalent;
  • or

  • Associates degree in accounting, business administration or a related business field and the required related experience.
  • Experience Required :

  • Two years of increasingly responsible professional level experience in a payroll department.
  • Demonstrated sensitivity to, and understanding of, the diverse academic, socioeconomic, cultural, and ethnic backgrounds of staff and students, as well as staff members and students with physical and / or learning disabilities.

Salary placement would only be negotiable if the candidate held the same position with another community college and step 2 or 3 would be the maximum considered depending on the number of years of service.
