CITY TRESASURER
DEPARTMENT : Administration; Class Title : Treasurer.
POSITION SUMMARY :
Pursuant to the Ludlow, Kentucky Municipal Code art. III, § 32.36 (2005), the City Treasurer is highly skilled, technical and administrative work involved with the planning, coordination, and implementation of financial activities of the city. The employee in this position shall act as the principal fee and tax collector, maintain official records and perform other finance related responsibilities.

ESSENTIAL FUNCTIONS :
Ability to establish and maintain effective working relationships and transparent communication with other city employees, elected officials, government agencies and the general public.Perform mathematical calculations in order to complete administrative tasks.Complete bank deposits, write checks as needed and directed.Reconciles bank balances and perform other financial activities, as necessary.Receives, records, and maintains all monies belonging to the city.Maintains and pays invoices and bills in a timely manner as directed.Keeps an accurate monthly account of all receipts and disbursements, showing when, from whom and to whom, for what purpose, and on what account all city funds were received or paid, and shall exhibit the account so kept.Creates a quarterly financial statement of all receipts, sources, and disbursements with their purposes entered on the records in the Treasurer’s office.Keeps a general ledger of multiple accounts and city funds and the balances.Assists in preparing financial statements, budgets, audits, tax notices and bid notifications for publication.Prepare local and federal reports, as necessary.Assists City Administrator with the oversight of city purchasing procedures.Enters employee payroll (County Employee Retirement System)Apply federal, state, local laws and ordinances to the operation of a city government.Ability to work within the guidelines of all city ordinances, Personnel Policy Manual, Kentucky Revised Statutes, and other necessary guidelines.Other duties as assigned.POSITION QUALIFICATIONS
Knowledge, Skills and Abilities :
Ability to plan and coordinate multiple job activities.Ability to assist in the preparation and administration of a municipal budget.Ability to maintain records and prepare reports efficiently and accurately.Knowledge of the geography of the jurisdiction.Ability to accurately perform mathematical calculations in order to complete the financial tasks of this position.Ability to perform general office tasks such as typing, filing, and computer-entry.Considerable knowledge of federal, state, and local laws, financial regulations, and ordinances relating to local government operations.Considerable knowledge of municipal administrative and accounting procedures, and how to apply them to municipal operations.Ability to perform duties according to all city ordinances, Personnel Policy Manual, Kentucky Revised Statutes, and other necessary guidelines.Must be able to obtain the designation of Notary Public from the State of Kentucky.Education and Experience Qualifications :
Bachelor’s degree from an accredited college or university in business, public administration, accounting or a related field.Minimum of Five (5) years’ experience in public accounting or treasury experience or any combination of education, training and experience which provides the necessary knowledge, skills and abilities.PHYSICAL DEMANDS AND WORKING ENVIRONMENT :

Primarily, work takes place in a standard office setting with some travel to different sites required.Physical, Vision, Hearing :
Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach and twist; to lift, carry, push and / or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to travel to other locations and to verbally communicate to exchange information. See in normal visual range with or without correction. Hear in normal audio range with or without correction.
