Join PEMCCO as a Deputy Program Manager / DBE & Compliance Manager, where youll play a pivotal role in driving both operational excellence and equitable outcomes across the Gulf Coasts Capital Improvement Program. In this dual-capacity position, youll support the Program Manager in overseeing all aspects of program execution while leading day-to-day DBE, Title VI, and equity compliance initiatives. Your work will ensure every project meets its contractual, financial, and community-impact goals, with transparency, accountability, and fairness at every step.

Essential Functions
- Assist the Program Manager in coordinating all PMO operations, scope, budget, schedule, and performance management.
- Lead implementation of the DBE Participation Plan, tracking utilization, prompt-payment compliance, and outreach effectiveness.
- Ensure full adherence to FTA Title VI, EEO, and ADA requirements; oversee reporting, documentation, and corrective-action closure.
- Manage data collection and verification for DBE certifications, OJT tracking, and subcontractor payment audits.
- Coordinate with Community & Stakeholder Engagement, Environmental, and Project Controls staff to integrate equity and compliance objectives into project delivery.
- Prepare quarterly and annual compliance reports; brief client leadership and the PM on trends, risks, and success metrics.
- Support contract modifications, change-order reviews, and risk mitigation from both technical and regulatory perspectives.
- Mentor PMO staff on compliance awareness, ethics, and inclusive-procurement practices.

Program Leadership : Skilled in balancing technical delivery, policy adherence, and organizational objectives.Regulatory Expertise : Comprehensive understanding of FTA DBE 49 CFR Part 26, Title VI, EEO, and civil-rights frameworks.Analytical & Reporting : Ability to collect, interpret, and visualize participation and performance data accurately.Communication : Clear, persuasive communicator across executive, contractor, and community audiences.Collaboration : Strong partnership orientation; works seamlessly with legal, procurement, and external-affairs teams.Ethics & Integrity : Demonstrates fairness, transparency, and accountability in all compliance interactions.Technology Fluency : Proficient with Power BI, Excel, SharePoint, and contract-tracking systems (e.g., Unifier or B2GNow).Required Qualifications
Bachelors degree in Business Administration, Public Policy, Engineering, or a related field.Minimum of eight (8) years of progressive experience in program management or compliance roles supporting federally funded infrastructure projects.At least three (3) years of direct management or supervisory experience.Demonstrated knowledge of DBE program implementation and federal grant reporting processes.Professional Certification : Project Management Professional (PMP) or Certified Compliance Administrator (CCA) preferred.Preferred Qualifications
Masters degree in Business, Public Administration, or Engineering Management.Experience working with transit agencies or public works entities administering FTA / FHWA-funded programs.Familiarity with FTA Triennial Review processes and electronic grant management systems (e.g., TrAMS).Proven success leading DBE mentorship programs or supplier-diversity initiatives.Benefits
