DESCRIPTION

The Moores Cancer Center (MCC) is one of just 57 NCI-designated Comprehensive Cancer Centers in the United States and the only one in San Diego County. As a consortium cancer center, it is a collaborative partnership between the UCSD : encompassing 28 departments, 6 schools (School of Medicine, Skaggs School of Pharmacy and Pharmaceutical Sciences, School of Public Health, Jacobs School of Engineering, School of Biological Sciences & the School of Physical Sciences), UCSD Health oncology hospitals and clinics; the basic and public health research and outreach of San Diego State University (SDSU), and the basic and translational research of the La Jolla Institute of Immunology (LJI). The Clinical Trials Office (CTO) at UCSD's Moores Cancer Center administers many clinical trials on behalf of its member investigators, including trials sponsored by National Cancer Institute cooperative groups, pharmaceutical companies, and physician investigators.

Reporting directly to the Manager, Clinical Trials Budgeting, the Pre-Award Lead Budget Analyst plays a pivotal role in developing and negotiating complex MCC CTO clinical trial budgets for industry, cooperative, foundation, and investigator initiated trials. Responsibilities include the review and analysis of clinical trial protocols to ensure appropriate cost and resource allocation of conducting the clinical trial at UCSD is fully captured in the budget. The incumbent will ensure appropriate research rates are applied to the budget and will negotiate budgets with sponsors and funders, as applicable. The incumbent is required to interface, advise and consult with faculty, staff, and central offices on research-related financial issues. Financial expertise will contribute to the successful execution of clinical research initiatives and collaboration with internal and external stakeholders. Serves as an initial point of contact for externally contracted firms for clinical trial budgets.

The Pre-Award Lead Budget Analyst serves as a key member of the Clinical Trials Budget Office, working in a high-volume and fast-paced environment with changing priorities requiring tact, political acumen, diplomacy and discretion across a wide variety of complex and sensitive matters. This position is critical in supporting development of department financial plans and analysis of variances and performance results in support of the clinical research.

The Pre-Award Lead Budget Analyst will conduct in-depth financial analysis, modeling and reporting to guide decision-making for clinical trial planning and execution. The incumbent proactively identifies variances and implements corrective actions as needed. Provide guidance on budget policies and procedures specific to clinical trials, ensuring adherence across the organization. Lead the development of oncology clinical trial budgets of varying complexity. Leads initiatives to standardize documentation and identifies opportunities to enhance alignment across budgeting materials and participating departments (e.g., OCTA, OCGA, OCAA, MCC CTO). Leads clinical trial budget updates according to protocol amendments (e.g., additional procedures, treatment arms, etc.). Reviews quality and accuracy of vendor-developed clinical trial budgets. Act as a liaison with external sponsors, funding agencies, and internal stakeholders to address budget- related matters.

MINIMUM QUALIFICATIONS

Seven years of related experience, education / training, OR a Bachelor's degree in related area plus three years of related experience / training.

Thorough knowledge of finance policies, practices, and systems.

Ability to independently gather required information to organize, and perform financial analysis assignments.

Proven ability to effectively present information verbally and in writing in a clear and concise manner.

Proven ability using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports.

Proven interpersonal skills with peers throughout the organization; strong service orientation and critical thinking skills; and attention to detail. Proven ability using organizational skills to multi-task in a high volume environment.

Ability to adapt to changing priorities.

Ability to function as a member of a team.

Thorough knowledge and understanding of internal control practices and their impact on protecting University resources.

Proven experience developing and maintaining record management systems. Experience and ability to accurately collect, record, transcribe and synthesize data.

Proven knowledge of investigational protocols (various trial products, data gathering, phases and protocol designs). Experience working with FDA regulations, NCI policies and procedures, and Good Clinical Practice guidelines for the conduct of clinical research.

Demonstrated knowledge of financial data management and reporting systems. Thorough knowledge of financial principles and excellent mathematical, accounting, and analytical skills to perform research and develop and compile data into accurate, concise, and complex reports.

Experience using standard word processing and data management software programs, including Word and Excel, to develop and prepare reports. Computer proficiency, including working knowledge of various software programs (such as Adobe Acrobat, web browsers, CTMS, Epic, REDCap, etc.) and internet browser applications. Experience in conducting searches on the internet. Ability and willingness to learn new software as needed.

Proven ability to manage project budgets including monitoring expenses, creating, and analyzing projections, auditing fiscal reports, and providing status reports.

Demonstrated experience to make financial / business decisions based on clinical trial protocols and long-range financial projections.

Demonstrated experience analyzing and drafting clinical trial budgets and negotiating mutually satisfying terms and conditions.

Experience working in a clinical research environment such as CRO, academic research institution, and / or a research hospital. Experience reading and interpreting clinical trials research protocols.

Experience to train and mentor team members regarding billing processes, as well as clinical trials protocols. Knowledge and ability to train on budget development principles and practices.

PREFERRED QUALIFICATIONS

  • Knowledge of accounting as applied to both University and Medical Center functions. Demonstrated knowledge of medical billing and collections guidelines and procedures.
