Department Summary
Insurance & Risk Management, a unit within the Office of the Vice Chancellor and Chief Financial Officer, enables UCLA departments to manage risk associated with their objectives by identifying potential events and providing tools to manage outcomes. By creating effective risk management strategies at the operational level to reduce largest cost drivers, IRM can reduce the loss exposure and protect the resources which enable the mission of research, teaching and public service to continue.
Position Summary
Under the direction of the Director, Insurance and Risk Management, the Disability Management Program Manager develops and implements programs that focus on compliance with disability employment practices and on the reduction of disability benefit costs through early return to work and ergonomic interventions. The Employee Disability Management program's four major areas of responsibility include : occupational injury or disability, non-occupational injury or disability, UCRP Disability Income Plan, and UC Preventative Rehabilitation. Provides expertise, advice, and training to campus departments in State and Federal disability laws and UC polices, Federal Rehabilitation Act 73, 504, California Workers' Compensation laws and on principles and practices of Disability Management. Assists with the implementation and coordination of UCLA's Transitional Return to Work program and supervises Job Accommodation programs for employees with Workers' Compensation and non- occupational disability. Interfaces with Campus and local community resources such as medical, legal and insurance professionals and is responsible for outreach and marketing of vocational rehabilitation disability management. Interfaces with Ergonomic Program Manager in ergonomic activities. Supervises Disability Management Consultants.

Qualifications
Minimum of 6 years of full time experience in the provision of disability management services and interaction with employees with a disability. (Required) OrMinimum of 6 years of full time vocational rehabilitation case work.Strong working knowledge of State & Federal Labor and Employment laws and regulations affecting employment, retention and confidentiality of employees with disabilities including FEHA, ADAAA Title I, Federal Rehabilitation Act 73,504, FMLA, CFRA, PDL, etc. (Required)Demonstrated knowledge and experience utilizing counseling techniques, performing vocational assessment and developing job accommodations for disabled individuals. (Required)Demonstrated ability to conduct on-site job analysis in multiple settings including, research, laboratories, food service and facilities management in varied locations, requiring measuring, weighing and operation of digital camera. (Required)Working knowledge of medical terminology and ability to understand and interpret medical reports and their respective implications in the development of appropriate work-site accommodations and / or alternate placement. (Required)Demonstrated ability to analyze highly complex situations and information regarding disability as it affects performance of job duties and the verbal communication skills to explain policies, contract language / laws involving disability issues. (Required)Demonstrated experience and ability to conduct complex negotiations and to advise departments and employees regarding leaves, workers' compensation, disability laws and benefits. High level consultation to department managementregarding reasonable accommodations. (Required)Ability to use judgment and creativity to solve problems, create a positive team oriented environment and improve staff performance. Skill in recruiting, hiring, delegating, training and evaluating staff. (Required)Knowledge and skills to consult with all levels of staff including senior management, academic and staff employees, managers, supervisors and other professionals in order to establish cooperative working relationships. (Required)Proficiency in computer skills to develop correspondence and prepare reports, access databases, analyze and graph trends. (Required)Demonstrated excellence in oral and written communication, editing, report writing and writing of policies, procedures and training manuals; Ability to analyze work processes to identify deficiencies and maximize opportunities for efficiency. (Required)Bi-lingual (English and Spanish). (Preferred)Knowledge of occupational ergonomics related to industrial office furniture and ability to apply this knowledge in academic, research, service and industrial environments along with the ability to conduct effective ergonomic surveys / audits and analyze findings to make appropriate recommendations. Bachelor's Degree in counseling, vocational rehabilitation, psychology, or equivalent combination of education and experience.
