Job description

Purpose of the Position

The Director of Safety is an integral position. This highly visible position will oversee safety for complex electrical transmission, distribution, and substation construction projects at the organization. This position requires a seasoned professional with a deep technical background in high-voltage systems, a strong understanding of utility infrastructure, and proven experience managing multidisciplinary teams and field operations. The ideal candidate will bring expertise in executing large-scale electrical infrastructure projects with an unwavering commitment to safety, quality, and regulatory compliance.

This leadership role will be responsible for managing three direct reports and will play a critical role in advancing the reputation for operational excellence, field safety, and client satisfaction. The successful candidate will be capable of aligning project delivery with organizational goals, driving innovation, and ensuring adherence to industry best practices and safety standards at every stage from planning and engineering through construction and energization.

Key Responsibilities

Direct High-Voltage Transmission Projects with Safety-First Execution

  • Lead all phases of high-voltage (≥110kV) electrical transmission and substation projects with an uncompromising commitment to safety, ensuring technical execution is aligned with best practices in power system design, structural integrity, environmental compliance, and field constructability.

Supervise Direct Reports Through a Safety-Focused Leadership Model

  • Oversee three direct reports with an emphasis on embedding safety consciousness into team culture. Promote transparent communication, coach for performance and growth, and integrate safety performance into all evaluations and operational planning.
  • Ensure Compliance with Electrical Safety Regulations and Standards

  • Rigorously apply and enforce adherence to the National Electrical Safety Code (NESC), National Electrical Code (NEC), OSHA regulations, and client-specific utility protocols. Provide interpretation of regulatory requirements to ensure alignment across all project activities.
  • Develop and Enforce Comprehensive Jobsite Safety Programs

  • Design, implement, and continuously improve site-specific safety plans and JSAs (Job Safety Analyses). Conduct regular safety audits, incident reviews, and root-cause analyses, ensuring all team members are fully trained on and accountable for safety protocols.
  • Lead Field-Level Risk Management and Hazard Mitigation

  • Implement field-specific hazard identification systems and real-time risk mitigation procedures, particularly related to energized equipment, high-voltage isolation zones, confined space entry, and equipment movement in energized environments.
  • Coordinate Stakeholder Communications with Emphasis on Safety Metrics

  • Serve as the principal interface with internal and external stakeholders, ensuring that safety considerations are prioritized alongside technical execution. Communicate clearly on risk thresholds, compliance requirements, and mitigation plans across project teams and client interfaces.
  • Review and Approve Technical Designs with a Safety Lens

  • Oversee technical engineering reviews with special attention to safe operability, fault current analysis, relay coordination, arc flash studies, and grounding system effectiveness. Ensure designs minimize human exposure and meet reliability and safety criteria.
  • Manage Budgets While Prioritizing Safety-Critical Investments

  • Develop project budgets that explicitly account for safety-critical line items, such as PPE, site safety infrastructure, training programs, and contingency planning. Justify and advocate for investments that support a safer work environment.
  • Implement Quality Assurance Measures with Built-In Safety Controls

  • Embed safety validation into QA / QC processes to ensure not only compliance with specifications but also safe installation and commissioning. Validate that construction practices and materials used are consistent with safety engineering standards.
  • Lead Safety Training and Credentialing Programs

  • Deliver ongoing education in electrical safety, human performance improvement (HPI), lockout / tagout (LOTO), energized work protocols, and grounding & bonding practices. Establish baseline certifications and conduct periodic retraining for high-risk tasks.
  • Optimize Resource Allocation to Reduce Safety Exposure

  • Allocate crews, tools, and equipment to minimize congestion, streamline work sequences, and prevent unsafe task stacking. Consider ergonomic and environmental hazards when deploying personnel in complex or confined project environments.
  • Develop Integrated Schedules Reflecting Safety-Driven Constraints

  • Build schedules that account for critical safety constraints such as cooling-off periods, weather risks, clearance permits, or multiple-circuit shutdown coordination. Incorporate buffer zones to accommodate inspections and corrective actions without compromising safety.
  • Drive Continuous Safety Innovation

  • Champion the adoption of emerging technologies such as remote line monitoring, wearable safety tech, and advanced GIS for hazard mapping. Collaborate with safety officers and project engineers to test and implement safety enhancements.
  • Maintain Detailed Safety Documentation and Incident Reporting

  • Ensure thorough documentation of all safety procedures, near-misses, audits, toolbox talks, and regulatory interactions. Generate clear, data-driven safety performance reports for internal review and client transparency.
  • Lead Emergency Response and Recovery with Safety at the Forefront

  • Serve as the operational lead during system outages, storm events, or emergency call-outs. Coordinate safe mobilization of response teams, enforce LOTO protocols, and ensure all recovery activities prioritize life safety above restoration speed.
  • The Candidate

    Experience / Strengths

  • Minimum 10+ Years of Experience in High-Voltage Electrical Transmission and Distribution
  • Demonstrated leadership in managing projects involving transmission systems, substations, and distribution infrastructure, including familiarity with permitting, right-of-way, and utility standards. with a proven trajectory of increasing scope, responsibility, and leadership.
  • Deep Knowledge of Industry Codes and Safety Standards, including proficiency in NESC, NEC, OSHA, and utility-specific safety protocols, with the ability to interpret and apply complex regulatory frameworks in field environments.
  • Proficiency in Hazard Analysis and Job Safety Planning; ability to develop and lead hazard identification processes including Job Hazard Analyses (JHAs), Pre-Task Planning (PTPs), and Root Cause Analyses (RCAs). Should be well-versed in implementing mitigation strategies for electrical, environmental, and procedural risk.
  • Strong Leadership in Field Safety Culture Development and proven capability instill a safety-first mindset across construction crews, engineering teams, and subcontractors. Must be capable of initiating behavioral safety programs and leading incident response, near-miss reporting, and after-action reviews.
  • Certified or Trained in Electrical and Construction Safety Program; preferred certifications include OSHA 30 (Construction), NFPA 70E, First Aid / CPR, and electrical safety programs recognized by utilities or industry groups. Additional credentials such as CSP (Certified Safety Professional) or CHST are highly desirable.
  • Demonstrated Ability to Manage Compliance Documentation and Safety Reporting with experience maintaining safety records, inspection logs, incident documentation, corrective action plans, and compliance reports for internal auditing and external regulatory review.
