Job Summary :
The Vice President of Finance and Chief Financial Officer (VPF / CFO), is responsible for all financial matters and establishes institution-wide financial objectives, policies, programs, and practices. The VPF / CFO will make decisions which are data-informed, ethical, and strategically sound for both short and long-term College initiatives. This position provides management and direction for Finance and Capital Asset Accounting, Budgeting, Purchasing Operations, and Payroll. Other areas of leadership include Accounts Payable, Accounts Receivable, and Business Services of the College. Other responsibilities will include overseeing Shipping and Receiving, Café, Merchandise Store and Bond Resources while providing mentoring, direction, and support to departments to minimize finance and business operational risk.
Essential Duties & Responsibilities
- Develop and recommend short- and long-range fiscal strategy for the College.
- Work with leadership across campus to develop institutional revenue options and expenditure guidelines and make related recommendations to the President and Board.
- Develop and establish operational policies and procedures ensuring implementation of appropriate financial systems.
- Responsible for maintaining and implementing College investment policies and serving as an investment officer for the district.
- Responsible for developing and implementing internal controls to safeguard college assets.
- Responsible for developing and implementing the college-wide budgetary process and monitoring actual performance in relation to the budget.
- Serve as senior official responsible for Purchasing, Shipping and Receiving, Café, merchandise store, College Foundation accounting functions, as well as all business functions of the College including payroll, grant accounting, accounts payable, and student billing / accounts receivable.
- Lead and motivate a high-performance team providing ongoing performance evaluation and feedback in accordance with college policies and procedures.
- Responsible for contributing to and reviewing the Strategic Plan.
- Responsible for directing preparation of financial reports for the Board, external agencies, and other users of College financial information.
- Responsible for directing the annual audit of College finances and preparation of annual financial reports.
- Serve as a senior member of the President’s Executive Team and Cabinet.

Bachelor’s (or higher) degree in accounting or a related fieldCertified Public Accountant licensure (CPA) Preferred not requiredMinimum of ten (10) years of management experienceDemonstrated ability to build and manage high-performing teams by establishing trust, open communications and accountability.Ability to systematically analyze complex issues and dataHighly effective public speaking, oral, and written communication skills with the ability to communicate finance and other information to a wide range of audiencesDemonstrated knowledge and leadership in strategic planning and cost-effective growth management strategiesKnowledge of financial and budgetary planning controlKnowledge of information systems and technologiesKnowledge of material acquisition and procurements managementKnowledge of state and federal laws applicable to public entities; an understanding of GAAP, GAAS, GASB, and FASBPrevious experiencing working in higher education preferred
