SUMMARY :
The position serves as the Chief Financial Officer for the agency. The position is accountable for the total monetary affairs of the Agency and for the Agency’s accounting functions including the maintenance of all accounting records (general, property, costs, internal auditing, etc.) and management of all cash accounts.
ORGANIZATIONAL STRUCTURE :
The Finance Director reports to the Executive Director.
Finance Director may serve as the Executive Director in their absence.
There is one full time position and one part-time position reporting to this position that provides payroll and payable processing for all Departments and sites.
DUTIES AND RESPONSIBILITES :
Position is responsible for the Agency’s financial policies and plans, its accounting practices and its relationship with the financial community.
- Exercise financial control over lower organizational segments by establishing appropriate policy statements and budgetary reports.
- Maintain cash accounts, budgets and regulatory agency and government reports.
- Design and implement budgetary and other systems for internal control.
- Compile Annual Budget for the Board of Directors.
- Provide annual financial statements and any required additional information for annual audit.
- Prepare monthly financial reports for Executive Director and Management by the 20th day of the following month.
- Prepare monthly reports for Executive Director by the 3rd Wednesday of each month.
- Manage cash flow and cash needs of Agency.
- Comply with generally accepted accounting principles in all areas of fiscal reporting.
- Ensure the accuracy of the General Ledger and correct use of the Chart of Accounts.
- Provide W2 statements to Social Security (electronic filing).
- Maintain federal, state, local and grant contract files assuring Agency compliance and reporting in all matters fiscal for over thirty-four (34) cost centers and 1.4 million of capital assets.
- Develop and maintain effective working relationships with the public, co-workers, subordinates, and supervisor.
- Meet deadlines while maintaining a professional attitude.
- Maintain a working knowledge of South Central Council of Governments Programs and Services to be able to actively direct the needs of the public.
- Work well with the public.
- Supervise and evaluate staff.
- Recognize, avoid or correct and report unsafe conditions in the work environment to the Executive Director.
- Lead and motivate staff meeting goals and objectives in a positive manner.
- Ensure accurate payroll and approved payables are delivered twice monthly.
- Ensure insurance, CRA deductions are accurately reflected in payroll.
- Provide preliminary and cost center specific reports for the Executive Director and Director staff as needed.
- Other duties as assigned by the Executive Director.

Staff : One Accounting Assistant and One Accounting Clerk
Total Fiscal Program : 6.9 million
WORK SCHEDULE :
This is an exempt position. Office hours are Monday through Friday. Professional staff may be called upon to work above and beyond the agency hours of operation. This exempt position does not qualify for overtime.
QUALIFICATION :
University Degree with a major in Accounting.
10+ years’ experience in accounting at the management level.
Excellent verbal and written communication skills.
Computer skills including : Work, Excel, Power Point, and Sage Quantum / Sage Intacct.
