The Terminal Agency Coordinator (TAC) serves as assigned "contact person" as required by the Federal Bureau of Investigation (FBI). The TAC serves as the on-the-scene expert in policy and procedures and is responsible for ensuring compliance with FBI, NCIC, and NLETS policies and regulations. This position also oversees training, testing, and proficiency affirmation of all TIES certified operators and, is responsible for agency records and non-terminal agency records entered into NCIC.

Duties and Responsibilities:

  • Acts as either a Communication Training Officer (CTO) or Subject Matter Expert (SME) and develops another CTO/SME for other shifts
  • Responsible for communications coordination, works a flexible shift and acts as a supervisor
  • Performs and provides direct supervision of designated staff including the work activities of SMEs and CTOs on a particular shift
  • Assesses the performance, skills, and conduct of subordinates including assisting with the completion of annual performance reviews and monthly quality assurance audits
  • Maintains the documentation of all aspects of communication center functions
  • Applies disciplinary measures as needed in consultation with direct supervisor and following University and Police Department policies
  • Maintains schedule for all Communications staff to ensure proper coverage for normal operations and special events
  • Monitors unscheduled leave to determine patterns and authorizes overtime as needed to ensure coverage
  • Delegates non-supervisory tasks as appropriate to ensure proper functioning of the unit and monitors for completion
  • Assists in overseeing operation of the alarm system, camera and access control system, and interacts with internal and external customers to assure occupant and facility security
  • Prepares routine and special reports as necessary; these are submitted to appropriate supervisor(s) for final review, approval, and distribution
  • Provides work direction to designated personnel and guidance on policy & procedure
  • Confers with internal department administration as well as university administration on matters of security and safety interest
  • Serves as Terminal Agency Coordinator and point of contact to facilitate NCIC and TIES access and operation
  • May serve in a EOC role under University Emergency Management plan in times of emergency operations
  • Processes requests for service from the public, outside entities such as other law enforcement agencies, or service providers, as well as from within the police department
  • Formulates training for all communications center staff
  • Acts as SME or CTO for the purposes of training new personnel or cross-training existing personnel
  • Reviews all training documentation from trainers to assure quality, accuracy and consistency
  • Provides training and coaching for staff in informal or written form; meets with all staff bi-monthly
  • Assists with formulating procedure documents or training aids as needed
  • Covers vacancies as needed in the Communications Center to ensure coverage and minimize expense to the Department
  • Uses a multi-channel radio system to transmit requests for service to personnel in the field and monitors and tracks the activities of field personnel
  • Uses a Computer-Assisted-Dispatch system to maintain records of calls for service and to review and retrieve records of past calls, as well as review records of contacts by the department with complainants, suspects, etc.
  • Monitors the university’s Central Alarm System to assure the security of the properties connected to it and responds to activations according to their specific conditions
  • Performs other related duties as required
  • May serve in the role of security officer or dispatcher for special events or as needed

The ideal candidate will possess the following:

  • Must have the ability to work any shift assignment, participate in training when offered or specified
  • Must demonstrate competency in the duties of a Police Communications Officer
  • Must be able to acquire and maintain Basic TIES certification
  • Must attend and complete TAC Orientation Class and attend annual or biannual recertification
  • Much complete eight hours of training each year related to the TIES User Group or Annual Conference

Minimum Qualifications:

Requires a high school diploma and three continuous years of dispatch/communications experience in a public safety environment, or an equivalent combination of education, training, and experience.

  • Must have a valid TN driver's license
  • Must receive and maintain NCIC certification
  • Must have APCO certification
