Summary : Provides specialized advice to assigned area in the applications of systems analysis to support management problems; accountable for the maintenance of existing user systems and for the development of new systems to meet user needs. Independently develops and executes small projects; would be the technical lead on a team involved in the development of medium-size / complexity projects for assigned area. Under the direction of Director or Assistant Director, participate in the development of projects which cross functional lines. Responsible for the quality of systems work done for assigned area.
Demonstrated technical proficiency in the development and implementation of medium to large-sized systems; fully competent to provide technical guidance to other systems analysts; programmer analysts and applications programmers.
Essential Duties : (These duties represent a sample and may vary by position.)
- Meets with functional area management to determine systems solutions necessary to achieve greater efficiency of user operations.
- Analyzes detailed systems factors, including input and output requirements, information flow, hardware and software requirements, and alternative methods of problem resolution.
- Evaluates technical and economic feasibility of the proposed systems solutions.
- Develops project proposals on the basis of cost / benefit justification and interacts with management to obtain approval.
- Provides technical guidance to applications programming, systems software, computer center operations and user personnel in the planning and scheduling of assigned systems projects.
- Oversees the development, design and programming specifications for required applications.
- Schedules and executes systems tests to ensure effectiveness in meeting user needs.
- Directs / does the preparation of complete, standard systems documentation and user operating procedures.
- Ensures the continuing effectiveness of systems through appropriate testing and modification.
- Oversees / conducts the training of user personnel in new or modified systems.
- Weekend work may be required during peak reporting periods.
- May schedule operations or other team members to meet project objectives.
- Projects may include state and federal officials.
- May participate in cross-functional teams.
- Customer training is part of implementation; therefore, this position is responsible for training and prepares training materials as well as providing hands-on training.

Education and Experience :

Bachelor's Degree in Information Technology and five years of experience in all aspects of systems design and development; fully knowledgeable of the processes, procedures and systems of assigned areas or high school diploma / GED and seven years of experience in all aspects of systems design and development; fully knowledgeable of the processes, procedures and systems of assigned areasDemonstrated knowledge of appropriate systems. For ERP analysts, Lawson and Microfocus Cobol preferred.Five to seven years of experience in all aspects of systems design and development; fully knowledgeable of the processes, procedures and systems of assigned area.# of Jobs 1.00

The work is primarily sedentary. It requires the ability to communicate effectively using speech, vision and hearing. The work requires the use of hands for simple grasping and fine manipulations. The work at times requires bending, squatting, reaching, with the ability to lift, carry, push or pull light weights. The work requires activities frequently involving driving automotive equipment.
