Job description

Public Works Administration Director

A successful candidate will play an active role in the City of College Park's existing operational success. The purpose of the position is to perform managerial work functions associated with the activities of major utility divisions or direct particular phases of operation concerned with the production and distribution of utility products and services. Plan and direct the operations and activities of the Public Works Department, including Public Works Administration, Highway & Street Maintenance, Water & Sewer Systems, Solid Waste (Sanitation), Stormwater, Buildings & Grounds, and Parks. The role will also assist in the management of all roadway and associated capital projects consisting of SPLOST, T-SPLOST, State and Federal Grants as well as Georgia Department of Transportation funding.

Independent judgment is required to identify, select and apply the most appropriate of available guidelines and procedures as well as interpret precedents. The Director of Public Works is responsible for managing, supervising and participating in a wide range of capital; maintenance and repair related projects involving public infrastructure for public utility operations, fleet and equipment, and base facilities accomplished in compliance with all applicable regulatory operational, procedural and budget guidelines; and by performing the following duties personally or through subordinate supervisors. This is an advanced-level supervisory management position with significant field and administrative responsibilities for planning and delivering program services, responding to emergencies, and supervising personnel.

  • Plans, directs, and supervises City Public Works employees engaged in the collection and disposal of solid waste, maintenance and construction of the City's streets and right-of-ways, maintenance of the City's water & sewer system, engineering activities, and building and grounds maintenance activities.
  • Ensures that work is done in compliance with State permits and regulations.
  • Conducts regular inspections of the City's streets, parks, and right-of-ways to plan and schedule needed repairs and / or maintenance.
  • Reviews and approves all residential, commercial, and industrial development plans, inspect construction sites for compliance with UDC regulations.
  • Inspects work-in-progress and ensures the timely and efficient completion of assigned Public Works projects, conducts re-inspections to ensure proper completion of repairs and maintenance.
  • Develops, analyzes, and / or recommends new processes, techniques, equipment, and products for potential use within the department.
  • Oversees departmental maintenance program; inspects vehicles, machinery, equipment, buildings, and facilities to ensure proper maintenance and operations.
  • Negotiates contracts in all divisions of the Public Works Department; evaluates contract proposals; recommends contract awards; meets with contractors and monitors status of work.
  • Coordinates activities with other departments and agencies.
  • Supervises and conducts street cleanup efforts after accidents / storms, or other emergencies.
  • Receives, reviews and investigates citizen complaints / requests.
  • Meets with citizens to inspect and / or discuss problems.
  • Resolves complaints / requests and schedules needed repairs, construction, or maintenance related to Public Works.
  • Oversees the development of the department's annual budget; responds to budget needs and requests; administers approved budget; monitors inventory of department resources; initiates orders for new / replacement items; ensures availability of materials to conduct work activities; approves departmental payroll.
  • Prepares annual departmental operating budget to City Manager based on analysis of projected needs and resources.
  • Processes a variety of documentation associated with departmental operations, per established procedures, and within designated timeframes; prepares and / or completes various forms, correspondence, reports, tables, charts, graphs, technical studies, performance appraisals, meeting minutes, presentations, and other documents; distributes documentation or maintains records as appropriate.
  • Reviews, approves, and monitors expenditures within the approved budget.
  • Regularly attends scheduled meetings of the City Council and other necessary meetings; provides information and recommendations to the Mayor and Council and suggests specific developmental code revisions when deemed in the best interest of the City.
  • Performs other duties as required.

Required knowledge, skills, and abilities include :

  • Knowledge of management concepts, principles, and practices of civil engineering and Public Works Administration.
  • Knowledge of modern methods, techniques, and equipment as applied to the design, construction, repair, and maintenance of Public Works.
  • Knowledge of City and departmental policies and procedures.
  • Knowledge of supervisory practices.
  • Knowledge of the city's geography.
  • Knowledge of safety procedures in Public Works operations.
  • Knowledge of State and Federal environmental policies and regulations.
  • Ability to understand and interpret design drawings, construction specifications, and contract documents; to plan, direct, and supervise the work of subordinate personnel.
  • Availability for emergency calls on a 24-hour basis.
  • Ability to prepare and maintain accurate reports and records.
  • Ability to establish and maintain effective working relationships with Federal, State, and City agencies, City employees, City officials, and the general public.
  • Ability to work in a variety of extreme weather conditions.
  • Ability to participate in the development of long-term plans and programs related to the City and the Public Works Department.
  • Moderate physical activity. Requires handling objects of average-weight up to fifty (50) pounds, standing and / or walking for more than four (4) hours per day.
