Job description

POSITION SUMMARY

The incumbent serves as a Safety and Occupational Health Manager. As such, the incumbent reviews and modifies the safety and occupational health program based on regulatory changes, investigates and analyzes mishaps and hazardous conditions to determine origin, causes, and contributing elements; monitors health and environmental implementation of regulations at the Agency work site, designs and develops improvements capabilities of the accident reporting databases; and represents the Agency on functional and multi-disciplinary working groups. POSITION DUTIES

This position is located in Washington, DC and is with Mission Services, Office of the Surgeon General (OSG). This position is responsible for performing the following duties :

  • Reviews and modifies the safety and occupational health program based on regulatory changes to ensure continual compliance with the regulations and policies. Prepares, coordinates, and disseminates Agency safety regulations, memorandums, and procedures.
  • Plans, organizes, and administers a scheduled series of comprehensive inspections of the Agency’s installations and worksites.
  • Investigates and analyzes mishaps and hazardous conditions to determine origin, causes, and contributing elements, and prepares written evaluations reports concerning findings. Provides a uniform program for reporting investigating and analyzing accidents, injuries, and fires.
  • Monitors the health and environmental implementation of the occupational safety, health and environment (OSHE) regulations at the Agency work sites. Reviews chemicals and other compounds to identify hazardous waste designations and ensures that safe handling and disposal procedures are followed by personnel. Reports to the safety managers any potential regulatory problems.
  • Designs and develops improvement capabilities of the accident reporting databases. Reviews and analyzes periodic tabulation of accident statistics. Prepares and validates the statistical reports and briefs management.
  • Develops and applies methods, techniques, and abatement to control or eliminate unsafe acts or conditions that arise from the introduction of new equipment and the construction or modification of structure.
  • Provides technical training on Agency, DoD, and OSHE regulations and on the uses and limitations of personal protective equipment. Provides oversight and evaluations of technical competencies of contract vendors that provide the Agency with safety training.

1. Experience with military population.

2. Experience with providing, developing and conducting safety and health training.

3. CSP (Certified Safety Professional). Education

Undergraduate and Graduate Education : Major study safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines : safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

Experience

Specialized Experience (for positions above GG-5) : Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include :

Managing safety or occupational health program elements.

Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.

Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.

Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.

Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.

Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.

Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.

Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.

Certificates

Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GG-5. Applicants may also qualify for higher grade levels based on their education and / or experience. APPLICATIONS RECEIVED

More than one permanent change of station move within a 12-month period is not considered to be in the interest of the government for the purposes of relocation at Government expense.

DEPLOYMENT / MOBILITY STATEMENT

All DIA employees are subject to world-wide deployment to crisis situations and are subject to geographic relocation in accordance with agency guidelines.

SHIFT WORK

Availability for shift work, extended hours, and travel may be required for this position.

RELOCATION COSTS

Relocation expenses in connection with a permanent change of station may be authorized in accordance with the Joint Travel Regulations and at agency discretion.
