Position Summary Information
General Summary
The Project Controls Engineer is responsible for ensuring effective planning, monitoring, and management of projects related to water and sewer infrastructure.
Essential Functions
- Leverages project scheduling and cost control software (e.g., Primavera P6, Microsoft Project, SAP) to develop, update, and track integrated project schedules, budgets, and scopes
- Works closely with the CIP Programs Controls Team, project managers, and operating groups to establish realistic baseline forecasts and planned cash flows
- Monitors project performance against approved changes and ensure projects stay on track
- Proactively identifies, assesses, and documents project risks such as schedule delays, budget overruns, and unforeseen challenges
- Develops and implements mitigation strategies and contingency plans to minimize disruptions
- Regularly analyzes deviations from baselines and communicates cost or schedule implications to leadership while taking appropriate mitigative actions
- Prepares, refines, and monitors detailed cost estimates for engineering design, construction, and related project activities
- Analyzes cost variances, manages expenditures, and maintains rigorous financial controls to ensure fiscal discipline across the project lifecycle
- Collaborates with engineering, design, construction, and operations teams to secure alignment on project scope, schedules, quality targets, and regulatory requirements
- Provides technical input during the planning and design phases, participate in developing the project plan per the work breakdown structure, and facilitate coordination among various management activities
- Ensures adherence to established methodologies (including aspects such as public outreach, permitting, and document management)
- Transforms complex project data into actionable insights by preparing regular progress reviews, performance reports, dashboards, and status presentations
- Utilizes the Project Management Information System (PMIS) and data analytics to monitor project performance, forecast trends, and advise on strategic decisions
- Establishes and maintains clear, effective written and verbal communication channels with internal teams, contractors, city officials, regulatory bodies, and external consultants
- Negotiates, advises, and fosters strong working relationships across all levels of the organization to ensure project alignment, facilitate decision-making, and promote continuous improvement
- Evaluates existing project control methodologies and recommend improvements to heighten transparency, efficiency, and accountability
- Monitors and enforces quality management and change management procedures as outlined in the Project Management Plan (PMP) and drive initiatives for continual process enhancement
- Manages external consultants to support project control responsibilities
- Oversees the selection, development, and refinement of project control tools, templates, and policies to align with organizational needs and regulatory standards
- Executes extra operational responsibilities as needed (e.g., driving a vehicle for WSSC Water business) to support project-related functions

Bachelor's degree in Civil, Mechanical or Environmental Engineering, Business Administration, or a related field;5+ years of experience in the practice of project or construction management3+ years of experience in CIP program budget development, enterprise project scheduling, consultant management and cost control within the infrastructure, utilities, or public works sectors.Additional Requirements
Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafterPossession of a valid driver's license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver's permit within 90 days of hire or transferPreferences
Graduate level course work in engineering, project management or business administrationPMI / PMP certification.Salary
$121,724 - $207,259
