Construction Operations Manager
Position Overview
The Operations Manager is a cross-functional leadership role responsible for optimizing internal processes and ensuring seamless coordination across departments. This position supports both field and office teams, oversees employee lifecycle management, and serves as a central point of contact for operational and HR-related matters. The ideal candidate will bring strong organizational skills, a proactive mindset, and experience in public sector construction environments.
Key Responsibilities
1. Employee Lifecycle & HR Management
- Oversee onboarding and offboarding processes, including orientation, system setup, and exit procedures.
- Serve as the primary HR contact for all employee-related inquiries and issues.
- Maintain compliance with labor regulations and union agreements (Laborers, Operators, Electricians).
- Coordinate with union dispatch to fulfill field staffing needs.
2. HR & Payroll Systems Administration
Manage employee records and compliance documentation using BambooHR.Ensure accurate data integration between BambooHR and Foundation software.Act as the liaison for payroll-related issues, reviewing discrepancies and coordinating resolutions.Administer Apple Business Manager for company-issued mobile devices.3. Field Operations & Employee Relations
Act as the primary contact for field-related concerns, facilitating resolution in collaboration with management.Provide leadership and support to Back-End, Shop, and Purchasing departments.Offer guidance and escalation support to field employees to ensure smooth operations.4. Operational Oversight & Support
Assist with Accounts Payable functions as needed.Monitor and improve daily workflows to enhance operational efficiency.Collaborate on the development of Standard Operating Procedures (SOPs) during off-peak seasons, particularly for Equipment and Purchasing functions.5. Cross-Departmental Coordination & Strategic Support
Serve as a communication bridge between field staff, administrative teams, and executive leadership.Support strategic initiatives and special projects as assigned by executive leadership.Promote a culture of accountability, professionalism, and continuous improvement.Qualifications
Proven experience in operations management, must be in public construction or a related industry.Strong understanding of HR practices, payroll systems, and union labor coordination.Proficiency in BambooHR, Foundation, and Apple Business Manager.Excellent communication, problem-solving, and leadership skills.Ability to manage multiple priorities while maintaining confidentiality and professionalism.
