SUMMARY :
The Content and Knowledge Management Services Specialist will support the Defense Health Agency (DHA) - Acquisition function.
The Contractor shall provide support to manage a comprehensive DHACA (AD-S) knowledge management framework to simplify, standardize, and automate processes for maximum effectiveness and support an organizational culture of knowledge sharing. Facilitates Communities of Practice (CoP) to foster innovation, improved performance, and collaboration. Creates tools utilizing current technologies and monitors data repositories to determine the appropriateness of content and eliminate redundant, inaccurate, or inappropriate content.
DHA is responsible for the effective execution and operation of the Department of Defense (DoD) medical mission, which is to provide medical services and support to specified categories of individuals entitled to DoD medical care.
ESSENTIAL DUTIES AND RESPONSIBILITIES :

- Assist with management of the DHACA (AD-S) web presence and collaborative environment in all domains.
- Assist with development of DHACA (AD-S) Knowledge Management (KM) policies, plans, and procedures while ensuring alignment with DHA's strategic plan.
- Assist with development of strategies and processes to capture and codify tacit and explicit knowledge.
- Assist with development of KM taxonomies, facilitate knowledge audits, and perform knowledge mapping and needs assessments to ensure compliance with rules and branding guidelines.
- Ensure KM technology tools are aligned with strategy and support organization mission, vision, and objectives.
- Consult with individuals at all levels within DHACA (AD-S) to evaluate their requirements in order to design and develop custom SharePoint solutions, such as custom sites, lists, libraries, and workflows.
- Assist DHACA (AD-S) leaders in developing tools that optimize performance and maximize return on investment (ROI).
- Assist with developing, deploying, and implementing Business Process Management (BPM) capabilities such as process design, mapping, and modeling to improve business processes, organization efficiency, and effectiveness.
- Integrate BPM processes with portal features, including unified security, document management, and group management capabilities to improve business processes and increase organization efficiency.
- Participate in DHACA Integrated Product Teams (IPTs) or other entities to capture all KM / BPM processes.
- Assist Government staff performing oversight, management, and administration of ADS's collaborative environment to protect PII, procurement sensitive, and other sensitive information.
- Utilize the DHACA Executive Support Office (ESO) Help Ticket System to receive, monitor, manage, and assist users with user requests related to ESO responsibilities.
- Develop and deliver ad hoc or event-driven DHACA portal training sessions in groups or one-on-one situations in all areas of KM and BPM.
- Contractor shall assist the Government in managing all DHACA web-based content to include managing DHACA public / private web domain requests, coordinating updates, and ensuring 508 compliance.
- Assist users with SharePoint-based, out-of-the-box tools including developing portal pages, organizing files and folders, managing portal content, creating training materials, and advising on leveraging collaboration tools based on customer needs.

EDUCATION AND EXPERIENCE :
Requirements :
Bachelor's degree and a minimum of 5 years of experience with extensive knowledge or understanding of content and knowledge management; however, 10+ years of experience with exceptional knowledge or understanding without a degree is also acceptable.Minimum 5 years experience :Extensive knowledge or understanding in Knowledge Management procedures and Collaborative Portal / Site design, development, maintenance, and layout.
Extensive knowledge or understanding in desktop publishing and graphics programs such as Photoshop, MS Visio, MS Power BI, and collaborative portal programs such as SharePoint Online (SPO) and Microsoft Teams with knowledge / understanding of Section 508 compliance for the Directorate web pages.Extensive knowledge or understanding of managing SharePoint permission groups and applied permissions at the individual level throughout multiple SharePoint sites.Extensive knowledge or understanding of managing and deploying a variety of SharePoint web parts including SharePoint Lists.Extensive knowledge or understanding of HTML, CSS, and JavaScript usage and coordination.Extensive knowledge or understanding in Excel Dashboarding.Extensive knowledge or understanding in creating instructional videos on site usage, TEAMS, cloud capabilities, or in-house Web Applications such as PowerApps.Excellent communication, interpersonal, collaborative, and customer service skills with the ability to manage multiple high-visibility projects concurrently.Ability to support the development and provision of Agency Web-site content that motivates and meets user needs.Ability to create and deploy multiple SharePoint Online and TEAMS sites (at the command level or equivalent).Knowledge or understanding of deploying SharePoint Lists and PowerApps to enhance organizational processes, including managing lists and workflows.Minimum 3 years of experience :Knowledge or understanding of Microsoft PowerApps and Power Automate Flows.
Knowledge or understanding of using SharePoint Online, TEAMS, and PowerApps for graphical interfaces.Knowledge or understanding of in-browser and Designer development in SharePoint.Knowledge or understanding in creating custom SharePoint lists, forms, and workflows.Knowledge or understanding of web form development in MS Forms, JSON styling, and PowerApps.Knowledge or understanding in creating user training documentation (e.g., one-pagers, dynamic KM pages).Knowledge or understanding of Power BI data visualizations.Familiarity with federal and DoD acquisition processes, systems, and procurement data standards is preferred.
Must be able to communicate effectively verbally and in writing.
COMPUTER SKILLS :
Proficient in operating a personal computer and standard office equipment.Proficient in Microsoft Office suite (Word, Excel, PowerPoint, Outlook, Project) and Adobe Acrobat.CERTIFICATES, LICENSES, REGISTRATIONS, CLEARANCE :
Must be eligible for a DoD Secret security clearance if required by contract.PHYSICAL DEMANDS :
