The Specialized Treatment for Optimized Programming (STOP) Program Area Six connects California Department of Corrections and Rehabilitation inmates and parolees to comprehensive, evidence-based programming and services during their transition into the community, with priority given to those participants who are within their first year of release and who have been assessed to as a moderate to high risk to reoffend. Area Six includes San Diego, Orange, and Imperial counties. STOP subcontracts with detoxification, licensed residential treatment programs, outpatient programs, professional services, and re-entry and recovery housing throughout the program area to assist participants with reentry and recovery resources. Participants are assigned an individual Case Manager who oversees the participants' progress in the Continuum of Care, assists in applying for and maximizing Medi‑Cal benefits including CalAIM opportunities and creating Individualized Service Plans as a pathway to an independent lifestyle and successful community reintegration.

The Director will oversee all program functions including development and fidelity of Evidence‑Based Services, staff and subcontractor training requirements, service planning and coordination, budget development, expenditures, management supervision, contract compliance, hiring, Quality Assurance of a Subcontractor network, CDCR reporting requirements, implementation of program policies and procedures, fiscal and contract budget management, program evaluation, and general oversight of the project. Reporting to the Vice President of Justice Involved Programs, this is a key position in both the strategic and day‑to‑day operations of a full array of reentry services to various criminal justice populations able to fully manage, drive and direct operations; supervise management level staff, respond to new business initiatives, devise, implement and administer existing contract functions, assure compliance with all regulatory and / or governing bodies, replicate and expand service lines and maintain exceptional service reputation. Set strategies and prioritize goals.

Key Responsibilities

Planning / Development

Flexibility to respond efficiently and effectively to business development initiatives; ability to write grant proposals independently and as team member; conduct systems analysis to detect and resolve problem areas; develop training programs for agency management and subcontractors; work collaboratively with executive management and other staff to strategically plan and direct agency commitment to its mission statement. Sustain thorough understanding of all agency contracts. Implement the application of the statewide Medi‑Cal CalAIM Enhanced Care Management into the Case Management staffing pattern to provide person‑centered, community‑based Care Coordination for participants with complex needs.

Agency Representation

Ability to represent agency on an executive level within local, state and federal government agencies to develop and implement policies and procedures; remain continuously informed on programmatic, technical, and managerial advancements within related service fields; utilize diplomatic interpersonal skills to collaborate effectively with professional colleagues; provide executive leadership across operations to insure resource coordination and program quality; spearhead, lead and manage internal strategic planning efforts; establish and cultivate ongoing, positive relationships with a variety of local, regional and national funding sources; serve as organizational liaison for contracting oversight with public and private purchasers of services.

Management of Community Service Networks

Identify community service capacity to meet requirements of funded service delivery; conduct open bid process to develop network of subcontracted service providers; negotiate and develop service contracts with community based providers; monitor and evaluate service delivery; design Corrective Action Plans and provide technical assistance to correct deficiencies and service gaps, design and implement pro‑bono ancillary services for target population; Oversight of reimbursement mechanisms and subcontract compliance; utilize outcome reports to maximize client retention and funding source satisfaction.

Administrative Responsibilities

Act as key liaison between Criminal Justice funding sources and agency; assure utilization of field evidence‑based principles; develop systems of confidentiality, record maintenance and contracts compliance within local, state and federal grants; set and direct agency policy approach to address contract requirements; initiate and maintain oversight of quality assurance within service provision network; responsible for contract negotiations, evaluations, and Information Technology; coordinate assistance to research and evaluation.

Fiscal

Develop and oversee multi‑million‑dollar budgets; analyze, project and manage annual expenditures to reach full utilization without exceeding budgetary caps; oversee subcontractor invoice processing and transactions; approve and allocate costs to appropriate cost centers per budgets; ability to interpret, forecast and manage financial statements.

Supervisory

Mentor, train and supervise upper management level staffing pattern; hire, evaluate, discipline, and terminate staff; liaison with Human Resources to create a workplace that supports and values its employees, ensure compliance with established personnel policies throughout programs, facilities and headquarters. High level supervision across all STOP departments including administrative, case management, transportation, data and employment development.

Duties and Tasks

Identifies business opportunities and investigates feasibility, conducts research to analyze benefits and risks. Conducts fiscal analysis and projections. Monitors quality of subcontractor services. Write grant proposals independently and within development team setting. Organize and submit monthly client / provider data, activity reports, and contract budget figures. Utilize data analysis as management tool. Resolves continuous conflict for service providers and criminal justice authorities. Identify gaps and problem areas within contracts, and resolve with funding agencies.

And, other duties as assigned.

Education and Knowledge, Skills and Abilities Qualifications

Education and Experience

Required :

  • Possess a four (4) year degree in Social Sciences or a related field and three (3) years of experience working with a criminal justice population. Additional experience may be substituted for education on a year for year basis,
  • OR

  • Possess six (6) cumulative years of fulltime administrative and oversight experience with a criminal justice population.
  • Ability to lead and manage in a complex environment, and proven ability to develop, manage, and steward diverse finances, contracts, and programs in a client‑focused environment
  • Experience in the mental health / addictions field is desired, but not required.
  • Bachelor’s degree in Psychology or higher in, Sociology, Criminal Justice or ten years of experience in administering non‑profit grants
  • Possess a Substance Use Disorder Certified Counselor Credential (SUDCCC) from an accredited certifying organization
