Program Analyst

This vacancy is for a GS-0343-9 / 11, Program Analyst located in the Department of Homeland Security, U.S. Coast Guard, SFLC WSD Workforce Management BR -SFLC-WSD-WMB in Baltimore, Maryland. Responsibilities You will serve as a Program Analyst and be responsible for providing expertise in the areas of planning, programming, budgeting, execution, and reviewing and Human Resources and organizational / manpower allocations in support of the USCG, Surface Force Logistics Center. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include :

  • Serving as an advisor to management, in areas to include but not limited to; workforce management, organizational effectiveness, and strategic initiatives, with independent responsibilities for resolving controversial and complex issues.
  • Developing, overseeing, and analyzing administrative programs and conduct management surveys and / or research on substantive issues of moderate scope and impact to assess the effectiveness of program operations for a large complex organization.
  • Collecting, reviewing, evaluating, and interpreting data to provide advice and recommendations to staff via reports, briefings, and project papers.
  • Planning and carrying out projects to provide comprehensive management-related services on a variety of complex interrelated issues.
  • Researching and interpreting federal laws, regulations, policies, and procedures to advise on intent and application of concepts and principles to different situations that arise.
  • Coordinating with different organizations to identify development needs and opportunities to maximize capabilities and achieve organizational manpower goals.

Qualifications To qualify at the GS- 09 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-07 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis. Applying Analytical and evaluative methods and techniques to complex or issues concerning efficiency and effectiveness of program operations. Able to interpret pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in organizations. Demonstrating skill in maintaining effective working relationships inside and outside the immediate organization. Working under supervisor on planning and organizing a variety of projects that the organization needs for manpower reports and assignments.

To qualify at the GS-11grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.
