Minimum Qualifications
Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and / or license which are required and equivalent to the following.
Education : Equivalent to completion of the twelfth (12
th
) grade.
Knowledge of : Tools, materials, equipment and vehicles used in County road construction / maintenance. Business forms used to receive and order equipment. Business math and simple accounting procedures sufficient to compute cost of materials and equipment. Budget calculations and inventory records. Office equipment and office management practices.
Skill / Ability to : Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers. Operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment Function and procedures of a modern office environment. Accurately code, post, check or verify detailed information and data. Budget accounts, expenditures, costs, and purchasing procedures. Use parts and supply catalogs. Prepare requisitions, clear purchase orders and obtain needed supplies. Keep accurate records. Write clear, concise, grammatically correct reports. Read, understand and apply technical / legal information and materials. County rules, ordinances, policies, safety rules, and departmental operations and procedures. Meet or talk with the public tactfully and courteously to answer questions and explain departmental practices and procedures. Use patience, tact and courtesy to establish rapport with co-workers, other County employees and the public in person and by telephone. Obtain accurate information from irate citizens. Follow verbal and written instructions without supervision. Give verbal and written instructions in a clear, concise manner. Logically solve a wide range of problems. Work independently, make decisions and establish priorities. Remain flexible under changes in workloads, assignments and pressure of meeting deadlines. Organize work in proper step-by-step order. Establish and maintain effective working relationships.
License or Certificate : Possession of, or ability to obtain, an appropriate, valid California driver's license.
DESIRABLE EMPLOYMENT STANDARDS : Knowledge of County purchasing and requisition procedures. County geography, streets and roads. Skill / Ability to : Use a keyboard at a moderate speed. Conduct research, collect information and organize material in a manageable form.

Conditions of Employment : Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP). The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems. 12 set days and 1 personal holiday. 2 weeks per year (0-3 years of service) 3 weeks per year (3-7 years of service) 4 weeks per year (7-11 years of service) 5 weeks per year (11+ years of service) Limit of 300 hours. FLSA exempt employees accrue an additional 5 days of vacation per year. 12 days per year with unlimited accumulation, 60 hours of which may be used toward family sick leave.
Career Incentive Pay : Employees who have completed five (5) or more Years of Service with Tulare County and meet the eligibility criteria described in Administrative Regulation 52, earn additional pay according to the schedule below.
