Senior Tax Credit Manager
This position manages a number of tax credit programs to incentivize business activity and economic development and has two direct reports. The focus is building out applications and managing the compliance, review, issuance, tracking, and reporting aspects, or the "back end" of the tax credit. The candidate should be familiar with Salesforce or related customer relationship management software and have an interest in application design, financial review and process design or have an aptitude to quickly become familiar with these tools and functions. The Senior Program Manager will oversee one or more Program Analyst or Manager and serve as a primary point person for program stakeholders including applicants, other state government partners, and public inquiries for certain aspects of the programs. This position ensures that systems are functioning appropriately, applications are processed accurately and in a timely manner, program reporting occurs on a timely basis, communicates program information collaboratively with the "front end" partners on our website and through other channels, and provides customer support. The role will ensure compliance with statutes, fiscal rules and program policies and procedures.
Key duties and responsibilities include implementing and lifecycle managing new and existing programs, supervising two junior program managers, communicating with applicants and the public to provide program information and support, developing, maintaining and improving Salesforce applications and processes, developing, maintaining and improving program guidelines and webpages, evaluating and approving tax credit applications according to the relevant statutes and program guidelines, collaborating with partners for program execution, improvement, and evaluation, maintaining a helpful but fiduciary and compliance perspective on tax credit management, responding to legislative and public information requests under tight deadlines, supervising other program staff, performing all aspects of tax credit implementation and administration, and other duties as required.
Minimum qualifications include six years of experience in program administration or detailed business processes which involved interpreting laws and carrying out the program activity or business process within those parameters, experience in finance, accounting, and tax related issues, and an undergraduate or graduate degree in business administration, public administration, economics, finance, or a closely related field may substitute for three years of experience. Required competencies include personal integrity and responsibility, computer skills, financial literacy, customer service and communication, and fiduciary understanding. Preferred competencies include adaptability, critical thinking, strong analytical aptitude, and service orientation.
Conditions of employment include passing a thorough background check prior to employment and former state employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify their application from the current position.
Salary range is $85,000 - $95,000 annually. This position is considered non-classified, which means the position is not part of the Colorado State Personnel System.
