JOB TITLE : PROPOSAL MANAGER

POSITION : Full-Time

JOB OVERVIEW

The Proposal Manager works as part of the Business Development team. She / he must have a complete understanding of the proposal process. This position supports all activities related to developing opportunities for K2 with Federal, State and Local Agencies and organizations, as well as with commercial businesses and private foundations. This individual must be well organized and flexible, possess excellent written and verbal communication skills, and be able to work effectively on independent projects and as a member of a team, providing guidance and supervision where appropriate. The Proposal Manager reports to the Director of Growth.

RESPONSIBILITIES

  • Act as the central point of contact on assigned proposals
  • Direct and oversee the work of proposal production team members and sales coordinators who are assigned to one or more proposal efforts
  • Coordinate with the Program Managers / Capture Managers to establish priorities and calendars
  • Communicate proposal requirements and status to senior management
  • Organize / coordinate resources, including external resources, and manning across all departments for proposal efforts
  • Obtain approval for established calendars and priorities from Senior Leadership
  • Develop and organize all materials pertinent to the proposal development process, including outlines, compliance matrices, data calls, action items, etc.

Develop proposal compliance matrix and fulfill requirements through proposal development effort

  • Review completed storyboards and proposal section to address requirements and meet customer page limits
  • Maintain clear version control of all proposal documents
  • Assist with scheduling and leading gate briefings and team reviews
  • Train, mentor and coach Capture Managers throughout the proposal process
  • Ensure that proposals are monitored throughout the process and that challenges are raised to the appropriate level and follow up to ensure completion
  • Archive all materials generated through business development operations, proposals, white papers, past performance narratives, personnel capabilities and resumes, etc.
  • Develop and review proposal strategies and themes and develop Proposal Management Plan
  • Research funding opportunities, engage in capture planning process and contribute to bidding strategy development
  • Develop, review and refine program development processes and run proposal development team operations effectively
  • Develop targeted questions and interview staff to obtain critical proposal information
  • Write proposal narrative and leverage and current proposal boilerplate information
  • Maintain boilerplate libraries and ensure accuracy of current information
  • Lessons, document and execute actions to produce process improvement and attain higher success rates
  • KNOWLEDGE, SKILLS, AND EDUCATION

  • 2-5 years’ experience in proposal management highly desirable
  • 2-5 years in a related Business Development role if candidate lacks direct proposal management experience
  • Experience with and understanding of the Shipley method
  • Knowledge of RFP / RFQ process
  • Organized multi-tasker who is detail oriented with a strong commitment to quality; ability to manage multiple proposals at once
  • Team player with an upbeat attitude and collaborative spirit
  • Strong communication skills and ability to craft messaging
  • Experience and strong understanding of the following software programs : Microsoft Office Suite
  • Bachelor's degree in marketing, Communications, Business or related field is required
