Title : Project Manager and Application SME (Hybrid)

About DivIHN
DivIHN is seeking a highly skilled and experienced candidate specializing in both Project Management and Application Analyst roles. Candidate will report to the Director of the Project Owner Center of Excellence and will manage project planning and application analyst functions within a larger team of developers and admins. Candidate must be able to drive work in complex and rigid client environment and have a strong personal presence to build relationships with the client. Previous US military service, military IT contractor experience, and related active DOD clearances are strongly preferred.
Project Manager Key Requirements
Maintain a project plan outlining high level progress toward development and support goals.
Maintain traditional project planning deliverables such as Risk Log, Communications Plans, stakeholder definitions, lessons learned, meeting minutes, weekly status reporting, etc.
Drive and help maintain Azure DevOps content along with developers and system administrators from user story, sprints, and full delivery.
Hold and drive ongoing meeting cadences for development, support, and client-based teams.
Build significant business relationships within US Federal and military client teams to ensure alignment of delivery.
Work to drive department standards for project deliverables.
Own and drive monthly client reporting within a specific format.
Application Analyst Requirements
Be the primary client contact to ensure expectations are kept in line with project and support statuses.
Analyze and become an application subject matter expert for complex cross functional business workflows.
Document functional and non-functional requirements working closely and regularly with client staff.
Ensure software development solutions are proven to deliver the required business results.
Work closely with developers, business and systems analysts, Database Administrator (DBA)'s, and business areas.
Collaborate with management, departments, and customers to identify end-user requirements and specifications.
Participate and help drive agile development processes such as Sprint meetings, Backlog meet-ings, Sprint reviews, and Sprint retrospectives.
Have an ability to discuss topics with developer team members working within Microsoft (MS) Vis-ual Studio 2019, C#, Model View Controller, Object Oriented Programming (OOP) design principles and Mi-crosoft .Net Web API.
The ideal candidate will have strong project management experience, communication skills across technical and non-technical discussions, and a capability to own and drive tasks. The candidate must be able to prepare and present project content to both hands-on technical teams and VP / C-Level executives. The ideal candidate will have strong background knowledge in many types of IT systems as well as flexible capabilities within MS Project, JIRA, and Agile. The ideal candidate would approach work in a team-focused, collaborative way and be capable of demonstrating trust and transparency. Due to some client project restrictions, the candidate must be US based and a US citizen. The role is generally remote with some specific routine travel needs to the Atlanta, GA area. A southeastern US location is preferred.
Required Qualifications and Skills :
Bachelor's degree in IT, project management, or related field is required.
Proven experience (minimum of 8 years) in diverse project management roles is required.
PMP certification is required.
A background in application analyst and business process workflows is required.
Military Service or military IT contractor experience is strongly preferred.
Active DOD security clearance preferred.
A working background knowledge of the following skillsets is strongly preferred.
o Microsoft (MS) Visual Studio 2019
o C#, Model View Controller
o Object Oriented Programming (OOP) design principles
o Microsoft .Net Web API
Development and Operations (DevOps) and Agile methodology are strongly preferred.
Must have the ability to deliver expert communication across technical and non-technical personnel with minimal senior leader oversight.
